Claim for Additional Locality Per Diem

A civilian employee appealed a settlement which disallowed his claim for locality per diem for the entire period after reporting to temporary duty aboard a government survey ship and which determined that he had received an overpayment of the allowance. The employee had been administratively paid shipboard per diem until the vessel had been in port for 3 days and thereafter was paid the locality per diem. The settlement had determined that the locality rate did not attach until the employee had been aboard for 3 days. The administrative payment was affirmed on appeal since per diem must be paid with reference to the ship's arrival in port, rather than with reference to the employee's reporting date.
