A protester against a negotiated contract award alleged that evaluation factors were not properly applied and that it was not given proper recognition as a minority-owned firm. No useful purpose would be served by considering the protest concerning evaluation since the contract was awarded, and the rationale for negotiations was the same as that in another protest considered by GAO. However, as recommended in the other case, options under the contract should not be exercised. It would be improper to give preference to minority-owned firms unless such preference were specified as an evaluation factor.
