A determination was requested as to whether a series of telephone calls between a purchaser and the agency constituted a valid and enforceable contract. Generally, the intention of the parties determines whether a contract takes effect before a written agreement is signed. In the absence of a statute or regulation requiring that government sales contracts be in writing, the telephonic offer and acceptance created a valid contract.
