The protester objected to the award of a negotiated contract, alleging improprieties in the contract negotiations, improper evaluation of proposals, and nonresponsiveness on the part of the awardee's proposal. While the protester may have been the only acceptable offeror on the basis of initial proposals, the agency was not required to make award without determining whether the other offer could be made acceptable during the course of negotiations. The agency was not required to notify the protester of a change in a solicitation requirement which did not affect it. Protests regarding the solicitation specifications were untimely. The agency did not act improperly in making several requests for information prior to holding discussions with offerers. The agency provided an adequate basis for its determination of urgency in the award of the contract, and it reasonably determined that adequate price competition had been obtained. Allegations regarding contract performance were not for consideration by GAO.
