A company protested award of a contract to the low bidder which had been certified in a preaward survey as responsible. Although the protester claimed that it orally protested to the agency, the protest was filed more than 10 days after the basis for protest was known and was untimely. The protester was afforded an opportunity to revise its technically unacceptable offer to correct deficiencies but failed to furnish the information needed to render the proposal acceptable. The determination that the proposal was technically unacceptable was within the discretion of the agency and not subject to question by GAO. Questions of bidder responsibility are not generally reviewed by GAO.
