The protester alleged that the awardee of a requirements contract was given an opportunity to revise its proposal but that the protester was not afforded such an opportunity. The contracting officer's request for a second sample and for certification that the sample met specifications did not constitute discussions with the awardee and did not result in any changes in contract obligations. GAO held that the specification needed to be evaluated to determine if it was sufficiently definite.
