A company protested against rejection of its bid as nonresponsive because of failure to contain pipe sizes as required by the solicitation, contending that it was not furnished needed information. The bid was properly rejected since its omissions were a material deviation from requirements. If it needed further information, the company should have sought it prior to submitting its bid.
