A company protested a contract award, contending that the low bidder was nonresponsive because it qualified solicitation requirements and was also nonresponsible. The low bid was not rendered nonresponsive by insertion of a statement in connection with a first article testing provision on its performance on prior contracts nor by the notation "Max. allowable progress payments required" which was interpreted as a request for 85 percent progress payments as provided in the solicitation. The protest involving affirmative determination of responsibility was not for GAO review.
