Rejection of Protest as Untimely and Not for Consideration

The protester presented a variety of arguments as to why its untimely protest should be considered on its merits. The protest was untimely since the circumstances indicated that the protester was sufficiently apprised of the reasons for the rejection of its proposal more than 10 days before filing its protest. Consultation with counsel prior to filing a protest was not a valid basis for extending the time limitation. Since the protest raised no significant issues with regard to procurement practices or procedures, there was no basis to consider the protest on its merits.
