Submission of Identical Bids by Husband and Wife

The protesters contended that: a proposed contract award to Kathleen Brown would violate the Certificate of Independent Price Determination because husband and wife submitted identical bids on certain items; the proposed awardee's bid was nonresponsive; and the proposed awardee was nonresponsible. Submission of identical bids did not constitute a violation since there was no evidence of conspiracy to restrict competition. Failure to complete the reverse side of the standard form may be waived as a minor informality. Failure to submit a completed experience questionnaire did not render the bid nonresponsive since the questionnaire pertained to responsibility. GAO does not generally review affirmative determinations of responsibility.
