Successful Bidder Did Not Obtain City License Prior to Bidding

A company protested award of a contract because the successful bidder was not licensed by the city prior to bidding. Although the solicitation called for the successful bidder to obtain all required permits prior to bidding, the award was not improper since the need for such licenses is strictly a matter between the city and the contractor.
