The protester objected to the rejection of its bid as nonresponsive for failure to acknowledge an amendment to the solicitation which substituted the latest Davis-Bacon wage determination affecting employees performing work under the contract. The bid was properly determined to be nonresponsive since the omission was not a minor informality which could be waived. Inadvertent misdirection of the solicitation amendment did not require cancellation of the solicitation since the procurement activity was not the insurer of prompt delivery.
