A protester contended that an agency decision not to set aside a reprocurement for small business was contrary to a prior GAO decision involving cancellation of the original procurement. The prior GAO decision, in which it was recommended that the agency resolicit its requirement to correct deficiencies, was not intended to restrict the agency's discretion in determining whether the resolicitation should be set aside. The agency did not abuse its discretion in determining that the procurement should not be set aside for small business because all bids on the canceled solicitation were nonresponsive.
