Travel Expense Computation on Constructive Basis

An employee requested reconsideration of a settlement disallowing a portion of his claim for reimbursement of his temporary duty travel expenses on a constructive cost basis. Reimbursement must be limited to an amount equal to or less than costs that would have been incurred by the employee on the usually traveled route, but he may be allowed additional credit for travel since the settlement limited reimbursement on a constructive basis to routes where Category Z fares were not available.
