An advance decision was requested with regard to the status of an employee for the purposes of service credit, retirement contributions, pay rate, and leave accrual. The Civil Service Commission questioned whether the employee had been selected from a competitive register when appointed to a position with the Postal Service since the employee's personnel record was incomplete. The Government record of the personnel action indicated that the employee was appointed by a duly authorized Government official, and the officer was presumed to have properly discharged his official duty. In the absence of clear evidence of error, the employee was presumed to have been properly appointed to the position in compliance with the law then in effect and should receive full service credit for all purposes.
