Assistance was requested in the collection of funds which the Postal Service claimed the General Services Administration (GSA) owed for penalty mail usage during fiscal year (FY) 1972. GSA is indebted to the Postal Service because the reduced rate package mailing reimbursement which was made prior to 1972 is inconsistent with the equivalent value concept of the Postal Reorganization Act. In addition, the record does not clearly indicate that the prior year's agreement was renewed for FY 1972. The Postal Service's method of computing the claim by applying percentages of different package sizes was acceptable.
