A company contended that the successful bidder did not acknowledge and return an amendment to the solicitation and that the successful bid was not signed. Failure to acknowledge the amendment advising bidders that funds were not available beyond a certain date may be waived as a minor informality because it neither increased nor decreased the obligation of the bidder or the government. The handprinted name in the signature box of the bid may be accepted as a signature.
