An employee requested reconsideration of a settlement denying his claim for additional per diem allowances incident to his tour of temporary duty in Vietnam. The employee was entitled to full authorized per diem for the periods during which he was advised that government quarters were not available, even though he was not provided a certificate of nonavailability, since it appeared that the government quarters were actually not available and the absence of a certificate was not the employee's fault. However, the employee was entitled only to reduced per diem for the periods during which he was offered government quarters but declined them since the adequacy of the government quarters provided was primarily for consideration by the agency rather than by GAO.
