A company objected to the award of a contract to any other firm, alleging a variety of deficiencies in the bids submitted by six other bidders. Where the specifications permitted bidders to use a variety of cleaning methods, a bid which offered a second process at a higher price than the basic bid was responsive since the government could accept the lower basic price for an equally acceptable process. The protester's request that the award decision be withheld pending resolution by the Department of Labor of the propriety of the labor surplus certificate of eligibility issued to one of the two low bidders was denied since there was no basis to withhold the decision, and the contracting agency would presumably make an award in accordance with the procurement regulations dealing with equal low bids.
