Responsiveness of "All or None" Bid

A firm objected to the rejection of its low bid as nonresponsive on the basis that it contained a statement that the bid was based on award of all or none except for two items. The all or none statement did not render the bid nonresponsive since the invitation for bids did not preclude bidders from submitting all or none bids. However, no corrective action was possible since the contract had been completed.
