The second low bidder protested a proposed award, contending that the low bid should have been rejected as nonresponsive because it submitted an individual price that was more than the sum of the bid prices. Insertion of a total bid price less than the sum of bids on individual items did not render the bid nonresponsive because the total bid was the more important consideration. The bidder who received the award is obligated to perform the services at the price quoted for the entire job, not at prices quoted for individual items.
