Untimely Protest Based on Bidder Responsiveness

A protester against a contract award contended that the two low bids submitted were nonresponsive because prices offered were unreasonably low. The protest to GAO was not received until 2 months after notice to the protester of adverse agency action in response to its protest with the agency; consequently, the protest was dismissed as untimely.
