A decision was requested on the agency's authority to grant an excused absence without charge to annual leave or loss of pay to an employee engaged in firefighting as a member of a volunteer fire department. Denial of administrative leave was proper even though the fire was located in the area of the federal facility where the employee worked because the Civil Service Commission had not issued general regulations covering the granting of administrative leave.
