A company requested review of the disallowance of its claims for additional charges for services rendered under government bills of lading. The tariff provisions in the bills of lading did not specifically identify a notation as applicable to distance commodity rates. The notation concerning distance rates was directory only and did not appear as a condition precedent to the application of the higher rates. As a result, the claim for higher charges was again denied.
