The incumbent contractor protested a geographic restriction in the solicitation and the fact that it was not given an opportunity to bid. The protest was timely filed and was considered. The 90-mile geographic restriction was not unreasonable in light of performance difficulties by previous contractors. However, refusal to provide the contractor with a copy of the solicitation because of doubts concerning its ability to perform was tantamount to a premature determination of nonresponsibility. The solicitation should be cancelled in order to provide wider opportunities to bid under a new solicitation.
