GAO commented on issues related to an American Federation of Government Employees' proposal for call-back overtime for General Schedule and certain other employees. GAO noted that: (1) there was no statutory authority for providing a minimum of 4 hours overtime for such employees; (2) employees could only be paid for actual performance of duty during the prescribed period; and (3) the proposal to pay a minimum of 4 hours overtime for call-back work was not legally acceptable.
