A carrier requested reconsideration of an Air Force offset for the loss of a service member's tools, contending that there was no evidence that the toolbox it picked up contained tools. GAO held that the carrier was liable for the loss of the tools, since it was reasonable to assume that a toolbox would contain tools, unless otherwise noted on the inventory. Accordingly, the settlement was affirmed.
