International Affairs: U.S. Security Assistance to the Caribbean (2019-14)

The Department of State should establish an initiative-wide planning and reporting mechanism to better manage fragmentation and potential overlap of security assistance activities in Caribbean countries.

Action:

The Department of State (State) should, in consultation with the United States Agency for International Development and other stakeholders as appropriate, create an initiative-wide planning and reporting mechanism for the Caribbean Basin Security Initiative (CBSI) that includes the ability to monitor, evaluate, and report the results of their collaborative efforts.

Progress:

State agreed to develop an updated CBSI Results Framework to provide the basis for initiative-wide planning and reporting, as GAO recommended in February 2019. As of January 2020, State created a draft monitoring plan and indicator tracking table for the Caribbean Basin Security Initiative. State plans to disseminate this document to the relevant embassies in the next month. To close this recommendation, GAO would need to analyze the final document and review evidence that the document was disseminated. In addition, GAO has questions on steps State will take to implement a planning process, how State will ensure reliable data, and how the data will contribute to plans and coordination. It is important for State to address this recommendation to ensure that activities are planned, coordinated, and reported to prevent overlap and duplication.
