This report supplements our March 1, 2011, report Opportunities to 
Reduce Potential Duplication in Government Programs, Save Tax Dollars, 
and Enhance Revenue[Footnote 1]--GAO's first annual report to Congress 
in response to a statutory requirement to identify federal programs, 
agencies, offices, and initiatives, either within departments or 
governmentwide, which have duplicative goals or activities.[Footnote 
2] Section I of that report touched on hundreds of federal programs 
governmentwide that we found have similar or overlapping objectives, 
provide similar services to the same populations, or are involved in 
government missions that are fragmented across multiple agencies. 

As noted in our March 1 report, the presence of fragmentation and 
overlap can suggest the need to look more closely at the potential for 
unnecessary duplication. However, determining whether and to what 
extent programs are actually duplicative requires programmatic 
information that is often not readily available. In addition, while we 
have reported on examples where duplication, overlap, and 
fragmentation can hinder program performance and cause inefficiencies, 
we recognize that there could be instances where some degree of 
program duplication, overlap, or fragmentation may be warranted due to 
the nature or magnitude of the federal effort. For details on the 
extent to which we found the programs listed in this report to be 
fragmented, overlapping, or possibly duplicative, see the 34 area 
summaries contained in Section I of the March 1 report. 

This report provides a more detailed listing of programs we identified 
in several areas discussed in our March 1 report.[Footnote 3] To list 
names and numbers of specific programs where there could be potential 
duplication, overlap, or fragmentation, as identified in our March 1 
report, we used a variety of methodologies. As needed, to assess the 
reliability of these lists, we took steps such as interviewing agency 
officials and other knowledgeable parties, and comparing the data in 
the lists to other sources of information. We conducted this work from 
February 2010 to March 2011 as part of our overall review in 
accordance with generally accepted government auditing standards. 
Those standards require that we plan and perform the audit to obtain 
sufficient, appropriate evidence for our findings and conclusions 
based on our audit objectives. We believe that the evidence obtained 
provides a reasonable basis for our findings and conclusions based on 
our audit objectives. See our March 1 report (GAO-11-318SP) for a 
detailed description of the scope and methodology used to conduct our 
work. 

Summary: 

We included nine areas for which we provided specific numbers of 
programs in Section I of our March 1 report. These areas contain 
hundreds of government programs that are fragmented across multiple 
agencies or, in some cases, within the same agency or department (see 
table 1). The enclosures at the end of this report contain enumerated 
lists of programs in each of the nine areas and provide funding 
information where available. While there is no standard definition for 
what constitutes a federal program, for the purposes of this report, 
programs include grants, initiatives, centers, loans, funds, and other 
types of assistance. This report does not list programs related to 
every area of potential duplication we identified in our March 1 
report because many of those areas focus on activities or functions--
such as business systems modernization or interagency contracting--
performed by departments, agencies, military services, or other 
entities that are not programs per se. The programs listed here are 
from those sections of the report where we listed specific numbers of 
overlapping or fragmented programs. Furthermore, the areas we 
identified are not intended to represent the full universe of 
duplication, overlap, or fragmentation within the federal government. 
GAO will continue to identify additional areas in future reports.

Enclosure II: 

Surface Transportation Programs: 

The National Surface Transportation Policy and Revenue Study 
Commission and the Department of Transportation (DOT) have both 
identified over 100 surface transportation programs and recommended 
restructuring and refocusing DOT's surface program structure. For 
example, the commission proposed that 108 programs in 5 agencies--the 
Federal Highway Administration, Federal Transit Administration, 
National Highway Traffic Safety Administration, Federal Motor Carrier 
Safety Administration, and Federal Railroad Administration--be 
restructured around functional lines rather than individual modes. In 
addition, in 2008 DOT published a list of 101 surface transportation 
programs in 4 agencies to accompany a proposal for restructuring 
surface transportation programs, titled "Refocus. Reform. Renew. A New 
Transportation Approach for America" (see below). 

Compiling a comprehensive list of surface transportation programs and 
associated funding is problematic because the appropriations account 
structure for transportation programs is not aligned with actual 
programs. For example, some appropriations accounts with a program 
orientation include the resources for a number of programs within a 
single account, and other appropriations accounts with a program 
orientation do not necessarily capture all related program resources.
