Susan Irving is Senior Advisor to the Comptroller General and Chief Operating Officer, specializing in Federal debt and fiscal issues. She oversees the annual report on The Nation’s Fiscal Health, and she is an expert on debt limit issues.

Susan joined GAO in the fall of 1989 after a career that included work in the U.S. Senate, the Council of Economic Advisers, and teaching at Harvard’s Kennedy School of Government. She led GAO’s work on the federal budget, user fees, and debt management from 1992 through late 2017 when she became Senior Advisor to the CG and COO.

Susan earned a Ph.D. in Public Policy from Harvard, an MPP from Harvard’s Kennedy School, an MAT from Harvard’s Graduate School of Education, and a Bachelor’s in U.S. Studies from Wellesley College.
