Oliver Richard is the Chief Economist and the Director of the Center for Economics at GAO. He provides direction to GAO's leaders on economic matters. He also oversees the economics staff who contribute their expertise to GAO’s reports and testimonies to the U.S. Congress.

Oliver joined GAO in August 2014, and he is a recipient of GAO's Distinguished Service Award. His experience spans economic issues and analyses across the federal government and U.S. economy.

Prior to joining GAO, he was an Assistant Chief in the Antitrust Division of the Department of Justice, and he served as tenure-track faculty at the Simon School of Business at the University of Rochester.
