Frank Rusco

Frank Rusco is a Director in GAO's Natural Resources and Environment team. He leads work on a broad spectrum of energy issues, including energy security, government-wide energy programs and activities, management of oil and gas on federal lands and waters, nuclear power and waste regulation, electricity markets regulation, and renewable energy sources.

After a career in academia and a 2-year stint operating a small construction firm, Frank Rusco joined GAO in 1998 as an economist, working on energy, environment, intellectual property, and other issues. As Assistant Director, he led engagements on energy issues.

Frank especially values the non-partisan, fact-based nature of GAO's mission and work.

Frank earned his bachelor's degree from the University of Nevada, Reno, and a master's and doctoral degree in economics from the University of Washington in Seattle.
