Edda Emmanuelli Perez is the Deputy General Counsel and Chief Ethics Officer in GAO’s Office of General Counsel.  She is responsible for overseeing the guidance to GAO employees and managers on ethics, conflicts of interest, impairments to independence, financial disclosure and the STOCK Act, and on related conduct rules and issues.  Edda is also responsible for managing the team of attorneys responsible for conducting workplace investigations and providing counsel to the Office of Opportunity & Inclusiveness.  She was first appointed to this position in 2017.  From 2018 to 2019 she served as the Managing Director of GAO’s Office of Opportunity and Inclusiveness and then returned to OGC as the Deputy General Counsel.    

Edda joined GAO in 1987.  In her time at GAO, she has served in several positions.  From 2012 to 2017 she was the Managing Associate General Counsel for Appropriations Law, Budget Issues and Financial Management and Assurance.  From 2010 to 2012 she was the Managing Associate General Counsel supporting the Education Workforce Income Security, Health Care and Homeland Security and Justice teams.  Edda has also worked on litigation, investigations, advising on GAO operations, and physical infrastructure and financial markets and community investment issues. 

Edda earned her law degree from Georgetown University Law Center and her undergraduate degree from Inter American University of Puerto Rico.
