Carolyn L. Yocom

Carolyn is a Director in GAO’s Health Care team. She oversees a portfolio of studies reviewing Medicaid, Children’s Health Insurance Program, and Medicare and Medicaid program integrity issues.

Carolyn joined GAO in 1992, and has worked on health care studies related to low-income and vulnerable populations, including work focusing on Medicaid data systems, Medicaid managed care, and financing issues related to the federal-state Medicaid partnership. Before joining GAO, Carolyn worked for the state of Oregon and for the District of Columbia (Budget and Health Care Financing Offices).

Carolyn has a master’s degree in Business Administration with a concentration in the public sector from Willamette University in Salem, Oregon, and a bachelor’s degree in English from Whitman College.
