The Legislative Branch Appropriations Act, 1996 transferred GAO’s claims
settlement functions to the Office of Management and Budget (OMB) effective
June 30, 1996. OMB has delegated these functions as set out below. Also,
effective October 19, 1996, the Comptroller General's authority under
31 U.S.C. § 3529 to issue advance decisions to agency officials on
transferred claims settlement functions was transferred, pursuant to the
General Accounting Office Act of 1996, to the agencies to which OMB delegated
the claims settlement functions.
- Settlement of (1) claims for uniformed service members’ pay, allowances, travel, transportation and survivor benefits, (2) other military-related claims, and (3) carriers’ claims for amounts set off from their charges for loss and damage, has been delegated to:
- Settlement of (1) federal civilian employees claims for compensation and leave, (2) accounts of deceased federal employees (civilian), and (3) claims for proceeds of canceled checks for veterans’ benefits payable to deceased beneficiaries, has been delegated to:

- Settlement

and relocation allowances, and (2) transportation carriers' requests
for review of General Services Administration audits of their bills,

- Responsibility for claims for amounts payable from the “Judgment Fund” (a permanent and indefinite appropriation), and for certain international claims, has been delegated to:
- The Comptroller General
retains the authority under 31 U.S.C. § 3529 to issue decisions
to disbursing or certifying officials and heads of agencies on matters
involving the expenditure of appropriated funds not specifically involving
the claims settlement functions transferred to OMB.
- The Comptroller General's authority to prescribe standards for and to waive claims against government employees and members of the uniformed services and National Guard arising out of erroneous payments of pay and allowances, and travel, transportation and relocation benefits, has been transferred to the head of an agency with respect to a legislative branch employee, or the Director of OMB with respect to any other federal employee and member of the uniformed service or the National Guard, effective December 18, 1996. OMB has delegated its responsibility to the agency that made the erroneous payments.
