The number of responses to individual questions may be fewer than 51,
depending upon how many states were eligible to or chose to respond to a
particular question.
North Dakota does not require voter registration and did not respond to any of the questions in the Statewide Voter Registration List and Other Voter Registration Issues sections.
When a respondent wrote a narrative response to a question, we sometimes present
the percent of respondents making a comment.
