    Recommendation: To better ensure that federal data center optimization efforts improve governmental efficiency and achieve cost savings, the Director of OMB should direct the Federal CIO to provide the necessary oversight to ensure that agency reporting of achieved data center consolidation and optimization cost savings and avoidances is consistent across all reporting mechanisms, including quarterly data submissions and agency DCOI strategic plans.

    Recommendation: The following 17 agencies (the Secretaries of the Departments of Commerce, Defense, Energy, Health and Human Services, Interior, Labor, State, Transportation, Treasury, and Veterans Affairs; the Attorney General; and the Administrators of the Environmental Protection Agency, National Aeronautics and Space Administration, Small Business Administration, and U.S. Agency for International Development; the Chairman of the Nuclear Regulatory Commission; and the Commissioner of the Social Security Administration) should each take action to complete the missing elements in their respective DCOI strategic plan, including addressing any identified challenges, and submit their completed strategic plan to OMB.

    Comments: The Department of Commerce agreed with our recommendation and described planned actions to address it. Specifically, the department stated that it will continue to aggregate its data center inventory and update its DCOI strategic plan by OMB's April 17, 2017, submission deadline. We reviewed the updated DCOI strategic plan and found that the department included planned savings figures for fiscal years 2016 through 2018 and achieved figures for 2016. However, Commerce did not include $517 million in historical savings that the department previously reported to the Office of Management and Budget, as was required to be included in the plan. Additionally, the department's chief information officer statement, regarding compliance with Federal Information Technology Acquisition Reform Act reporting requirements, is not yet publicly available, as is required. We will continue to monitor the department's efforts to address the recommendation.

In addition, as VA goes forward with appeals process reform and begins to collect real-time data, these data could improve modeling accuracy and serve as a valuable management tool.     Comments: VA concurred in principle with this recommendation and reported on its plans to measure veteran wait times as well as use customer satisfaction surveys to measure the success of the new appeals process. However, while we agree that metrics based on the different options could be valuable for VA, the Congress, and the public, we disagree that VA's focus on measuring timeliness by option is in the best interest of the veteran. Because veterans may pursue more than one option under VBA, the Board or both, we believe that VA's approach does not take into account the veteran's perspective of how long it took for them to receive a final appeal decision. Metrics from the veterans' overall perspective would complement, not replace, metrics for VBA, the Board, and each option. The absence of such metrics raises questions as to how the agency will ensure appropriate resources are devoted to managing appeals under the new versus old process, or intended results are achieved as the new process is implemented. Further, while the legislation requires VA to report a number of metrics, the agency still needs to implement the legislation. We will consider closing this recommendation when VA develops a plan for collecting metrics consistent with this recommendation.

    Comments: The Library of Congress generally agreed with, and has begun to take steps to implement, this recommendation. Specifically, the Library is drafting several policies and directives to relating to IT investment management, to include reviewing the Library's IT portfolio to identify duplicative or overlapping activities and investments. In addition, according to Library officials, the Library has taken a number of steps to reduce duplicative IT activities. For example, in March 2015 we reported that the Office of Security and Emergency Preparedness (OSEP) managed its own network independent of the Library's central IT provider.     Comments: In response to this recommendation, EPA Federal Facilities Restoration and Reuse Office (FFRRO) generated a spreadsheet with information from EPA's Superfund Enterprise Management System showing the status of USDA and Interior sites on the docket. In January 2016 FFRRO sent letters to USDA and Interior which included information from the spreadsheet showing the status of each department's sites and requested that the departments work with EPA to determine the accuracy of the data. In addition, the departments were to--for those sites where EPA believed that a preliminary assessment was needed--provide a schedule for completion of the sites. In a June 2016 letter to EPA, USDA responded that with help from EPA regions they were able to substantially reconcile the list, complete preliminary assessments or their equivalent, and provide a status to EPA on its 251 sites. In an October 2016 letter to EPA, Interior responded that 79 sites have one or more areas of uncertainty regarding their status within the Federal Facilities Docket system. Interior stated that it had developed a work plan for obtaining additional information on the sites, which is scheduled for completion in March 2018. We will continue to monitor EPA's and Interior's progress to address this recommendation.

However, GSA continues to lack a strategic approach to prioritize warehouses and make long-term, informed decisions about government warehouse space. Further, in light of GSA's aging warehouse inventory and agencies' modern-day storage needs, there is potentially a growing gap between what GSA can provide from the government's owned portfolio and what the tenant agencies require. Because the agency lacks a strategy focused on its warehouse portfolio, GSA may have limited ability to address this potentially growing gap as well as the unique challenges facing GSA's warehouse portfolio. Such a strategy would enable GSA and tenant agencies to prioritize their needs and take a long-term view of the warehouse inventory to support better informed decisions.     Recommendation: To ensure DLA is improving its collaborative forecasting effort, in accordance with DOD guidance that emphasizes monitoring the efficient use of resources and leading practices for results-oriented management, the Secretary of Defense should direct the Director, DLA, in collaboration with the Office of the Assistant Secretary of Defense for Logistics and Materiel Readiness and the Secretaries of the Army, Navy, and Air Force, to develop and implement the necessary corrective actions to improve the results of collaborative forecasting across DOD.

    Comments: As of September 2016, the Defense Logistics Agency (DLA) is in the process of developing an additional metric that will measure whether collaborative forecasting on a customer-by-customer basis is beneficial (i.e., the collaborative forecast added-value versus using a statistical forecast). DLA plans to work on the implementation of the metric for the remainder of 2016 and early 2017 with full implementation planned for July 2017. DLA, in collaboration with its customers (e.g., the Army, Navy, Marine Corps, and Air Force) have taken steps, such as developing more extensive metrics and improving the collaboration process, to enhance its collaborative forecasting programs, as we reported in GAO-16-450. We will continue to monitor DLA's progress in implementing the new metric as well as its efforts to monitor collaborative forecasting outcomes with the Army, Navy, Marine Corps, and Air Force.

    Recommendation: If IRS delays are continuing, the Commissioner of the Internal Revenue Service should further revise the notices to provide more realistic response times based on the data and take other appropriate actions to ensure efficient use of IRS tax examiner resources. For example, IRS could choose to provide taxpayers who call IRS with a recorded message notifying them of delays in IRS responding and when to expected an IRS response.

The new message provides taxpayers information on the correspondence audit workload and time frames and asks that they allow a certain number of days before calling to check on the status of their audit. However, IRS has yet to further revise notices to provide more realistic time frames. In July 2016, IRS officials said they were in the process of revising the notices in order to allow individual correspondence audit offices to enter a customized response date based on their respective inventory levels at the time notices are sent. As of March 2017, IRS officials said additional programming changes will delay implementation until July 2017.

In April 2016, officials provided documents describing current correspondence audit planning processes, but the documents lacked specifics on the decisions and performance information, criteria, and tolerances used. IRS officials said they would provide documentation on these specific details in Spring 2017.
    Recommendation: To better inform decisions being made about the correspondence audit program, the Commissioner of the Internal Revenue Service should track and use other program data that have not been used to provide more complete performance information. Examples of data that could be tracked and used include how much of the recommended tax amounts is collected over time; taxpayer burden and experience such as how often audits are resolved in one contact, how often taxpayers correspond or call, and how long taxpayers wait for IRS to respond to their documents and for the audit to close; and costs beyond the direct audit time, such as the costs to answer taxpayer calls per audit, assess the recommended tax, and collect those tax assessments.

    Comments: IRS officials said they would evaluate the methodology used in several existing studies to determine the most productive use of collectability data and evaluate the feasibility of collecting and using additional data. In April 2016, officials provided information on researching and testing of a new audit planning method during fiscal year 2016, using costs and collection results data. In November 2016, IRS officials said they had implemented the planning method to consider collection results for fiscal year 2017 but had not yet provided supporting documentation on how the method has used the collection results or on the status of efforts to use other program data, such as whether or when IRS will use performance information on costs and taxpayer burden related to audits.
