    Recommendation: The Board of Directors should ensure that TVA better document and communicate its goals to reduce its debt and unfunded pension liabilities in its performance plans and reports, including detailed strategies for achieving these goals.

    Comments: TVA concurred with this recommendation and said it would take steps to implement it. When we confirm what actions the TVA has taken in response to this recommendation, we will provide updated information.
    Recommendation: The Board of Directors should ensure that TVA propose, and work with the TVA Retirement System board to adopt, funding rules designed to ensure the plan's full funding.

    Recommendation: As EPA and USDA continue to consider ways to track and promote water utilities' implementation of asset management, the Administrator of EPA should direct the Office of Groundwater and Drinking Water and Office of Wastewater Management to continue to include questions on water utilities' use of asset management in the clean water needs assessment and consider including questions about water utilities' use of asset management in future drinking water infrastructure needs assessment surveys.

It will develop new asset management outreach tools directed towards local decision makers. The group will meet quarterly and plans to issue tools and resources by fall 2017.
    Recommendation: As EPA and USDA continue to consider ways to track and promote water utilities' implementation of asset management, the Administrator of EPA, and the Secretary of USDA, through the Rural Development Agency, should consider compiling into one document the existing cases and examples of the benefits and costs of asset management and widely share this information with water utilities.

    Recommendation: If Congress wishes to evaluate the effectiveness of the ITC and the PTC as incentives for the development of renewable utility-scale electricity generation projects as it considers proposals to extend the ITC or reauthorize the PTC, it should consider directing the Commissioner of Internal Revenue to provide Congress with project-level data currently collected from taxpayers who claim the ITC in lieu of the PTC--such as the number of projects for which they are claiming the credit, the technology of the projects taking the credit, and the total generating capacity added--and make such data available for analysis. Additionally, take steps to collect and report the same data from all taxpayers claiming the ITC.

    Recommendation: The Administrator of the General Services Administration should use information on demand-response participation and benefits to assess the regions' current levels of demand-response participation and develop a strategy to expand economically beneficial participation that addresses challenges to expanded participation.

    Comments: GSA has taken initial steps to improve tracking of demand-response financial benefits and has plans to use this and other information to strategically identify economically beneficial demand response activities.
    Recommendation: The Secretary of Defense, in coordination with the services, should establish formal guidance to encourage economically beneficial demand-response participation and provide information to support participation in demand-response programs.

    Recommendation: The Secretary of Defense, in coordination with the services, should use information on demand-response participation and benefits to assess its installations' current levels of demand-response participation and develop a strategy to expand economically beneficial participation that addresses challenges to expanded participation.

    Comments: According to DOD officials, they are in the process of developing guidance to encourage demand response participation by installations. Once this is completed, they will further assess demand response participation and develop an associated strategy to expand economically beneficial participation.
    Recommendation: The Secretary of Defense, in coordination with the services, should establish the Energy Savings Financial Incentives Fund needed for installations to directly accept payments for participation and establish guidance clarifying (1) how installations should accept and deposit payments resulting from participation in demand-response programs into the fund, and (2) whether, in cases where Congress appropriates these funds for use by DOD or the services, the payments made into the fund will be directed back to the installations where they originated or used in another way.

    Comments: Actions to address this recommendation are underway.
    Recommendation: The Secretary of Defense, in coordination with the services, should request that Congress provide DOD with authority similar to GSA, allowing participating installations to use direct payments that they receive from providers without further appropriation and, in doing so, DOD should identify specific steps it would take to ensure effective control over the financial benefits received as a result of participation in demand-response programs and how the benefits will be used.

    Recommendation: The Secretary of Defense, in coordination with the services, should direct the Defense Logistics Agency (DLA) to formally analyze the share of financial benefits that installations receive from demand-response agreements that DLA facilitates and routinely provide this information to installations, where possible, to inform their negotiations with aggregators.

    Recommendation: To help address the uncertainty NIH faces, related to the potential impact of increasing indirect costs on its funding of future research, the Director of NIH should assess the impact of growth in indirect costs on its research mission, including, as necessary, planning for how to deal with potential future increases in indirect costs that could limit the amount of funding available for total research, including the direct costs of research projects.

    Status: Open

    Comments: As of July 7, 2015, NIH provided some information indicating that it had taken action to address our recommendation by tracking the size of indirect costs as a proportion of NIH's overall budget as part of the agency's annual budget planning process and risk assessment program. However, we determined that the actions did not fully address the recommendation because they focus on the agency's overall budget and do not assess the potential ongoing impact of indirect costs for universities on its mission. As of August 2017, NIH officials have not informed us of any additional actions taken to implement this recommendation. We will update the status of this recommendation when we receive additional information.
