    Recommendation: As most agencies lack plans to meet OMB's data center optimization targets by the end of fiscal year 2018, it is increasingly likely that these agencies will require additional time to achieve the data center consolidation and optimization goals required by FITARA and OMB guidance. In order to provide agencies with additional time to meet OMB's data center optimization targets and achieve the related cost savings, Congress should consider extending the time frame for the data center consolidation and optimization provisions of FITARA beyond their current expiration date of October 1, 2018.

    Recommendation: To enhance the ability of the Executive Office of the President to implement the Revitalize American Manufacturing and Innovation Act of 2014 requirements related to reporting on advanced manufacturing, the Director of the Office of Science and Technology Policy, working through the National Science and Technology Council and agency leadership, as appropriate, should identify the information they will collect from federal agencies to determine the extent to which the objectives outlined in the National Strategic Plan for Advanced Manufacturing are being achieved.

    Comments: OSTP did not state whether it agreed or disagreed with this recommendation. They provided some comments on the draft recommendation. For example, OSTP commented that the recommendation could focus on the extent to which the objectives of the Advanced Manufacturing Partnership (AMP) recommendations are being achieved in periodic updates to the implementation of the National Strategic Plan for Advanced Manufacturing. However, these recommendations were not covered in the scope of our report: we focused on reporting on the progress in achieving the objectives of the strategic plan.

    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to review the financial reporting process and make any necessary adjustments to help ensure timely and accurate reporting of data on annual financial reports.

    Comments: In its May 25, 2017 update letter, the Department of the Interior stated that the National Park Service will (1) review the current financial reporting process and take steps to improve the timeliness of concessioners' annual financial reports as outlined in their contracts, and (2) develop internal controls to ensure that concessioner data is accurate. The agency anticipates having these actions implemented by March 31, 2018.
    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to finalize guidance on maintenance and capital improvements and make it publicly available to concessioners.

    Comments: In its May 25, 2017 update letter, the Department of the Interior stated that the National Park Service will finalize the existing draft guidance on maintenance and capital improvements to clarify the funding sources available to concessioners for particular repairs and maintenance needs. The agency added that the finalized guidance will be made publicly available. The agency anticipates having this guidance finalized by November 30, 2017.
    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to develop performance goals with targets and timeframes in its commercial services strategic plan.

    Recommendation: To enhance the transparency and timeliness of NRC's fee-setting process, the Chairman of the Nuclear Regulatory Commission should direct NRC staff to clearly present information in NRC's proposed fee rule, final fee rule, and fee work papers, by defining and consistently using key terms, providing complete calculations for how fees are determined, and ensuring the accuracy of the fee rules and work papers, so that stakeholders can understand fee calculations and provide substantive comments to the agency on them.

    Comments: According to NRC, it has provided more detailed explanations and calculations in its fiscal year 2017 proposed fee rule. The agency plans to propose codifying some of these changes in Title 10 of the Code of Federal Regulations Part 170 during its fiscal year 2018 fee rulemaking. We will review NRC's changes after it has codified them in the Code of Federal Regulations and will update the status of this recommendation at that time.
    Recommendation: To enhance the transparency and timeliness of NRC's fee-setting process, the Chairman of the Nuclear Regulatory Commission should direct NRC staff to develop objective, measurable, and quantifiable performance goals and measures that enable NRC to assess the extent to which its efforts to improve transparency and timeliness are successful and implement a plan and schedule for comparing results with the established performance goals.

    Comments: NRC convened a steering committee to provide leadership for implementing its efforts to improve transparency and timeliness of its fee-setting process. According to NRC, the steering committee has developed performance measures to gauge success and will monitor planned activities to compare results with the performance goals.     Comments: The Department of Veterans Affairs (VA) concurred with this recommendation and reported that the Veterans Benefits Management System (VBMS) program office has developed draft metrics for performance of the system. Specifically, VA stated that the office has established key performance indicators as a basis for monitoring the response times of the most commonly executed user transactions (or work events) within VBMS. According to the department, these indicators have been incorporated into the application's continuous monitoring tools for all service level agreements and these agreements are enforced by the VA Service Level Management Board. Nevertheless, as of June 2017, VA had not identified its goals for VBMS response times, nor had the department reported actual system response times. We will continue to monitor VA's actions toward addressing this recommendation.
    Recommendation: To improve VA's efforts to effectively complete the development and implementation of VBMS, the Secretary of Veterans Affairs should direct the Under Secretary for Benefits and the Chief Information Officer to reduce the incidence of high- and medium-priority level defects that are present at the time of future VBMS releases.

    Comments: The Department of Veterans Affairs (VA) concurred with this recommendation and in January 2017, conducted a survey of VBMS users that was sent to over 16,000 claims processors at each of its 56 regional offices. Although 52 percent of respondents indicated that they were very satisfied or satisfied with VBMS, the department received only about 2500 responses to the survey for a 15 percent response rate. This low response rate raises concern about whether the survey results are statistically valid. We have requested additional information from VA to determine any actions the department has taken to ensure the statistical validity of its survey results and will assess any information that is provided.

    Recommendation: To promote effective operation of the U.S. Commission on Civil Rights, Congress may wish to consider amending the commission's authorizing statute to clearly specify the roles and responsibilities of the commission chairperson, commissioners, and staff director, such as who has the authority to develop and implement commission operating policies and procedures, to manage commission staff, and to represent commission decisions and views, including those views expressed on commission letterhead.

    Comments: A Senate Committee on Appropriations report released on June 16, 2015, which accompanied a bill that provided for the Commission's FY 2016 appropriations, included a provision that directed the Commission to address one of the issues highlighted in our recommendation. Specifically, the report calls for the Commission to limit the use of letterhead to items that reflect the views of the entire Commission.
    Recommendation: To more fully inform congressional consideration of the commission's fiscal year 2016 budget submission, the commission should develop and submit to the appropriate congressional committees a comprehensive workforce plan that assesses skills needed and the appropriate distribution of commission staff to fulfill the agency's mission and statutory responsibilities. We recognize the importance of involving the Staff Director - the agency's chief administrative official - in an analysis of the Commission's workforce and look forward to the results of this analysis.
    Recommendation: To enhance the commission's consideration of State Advisory Committee work in planning its National Office projects, the commission should increase the visibility of SAC work at commission meetings. For example, the commission could invite SACs to present the results of their work during monthly commission business meetings.

    Comments: The Commission on Civil Rights highlighted several initiatives that it plans to consider, pending resource availability, to better highlight and consider the work of its state advisory committees (SAC). Second, the agency stated that it is looking to leverage technology, such as video conferencing and live streaming, to allow the general public and stakeholders to view SAC meetings. Lastly, the agency stated that the Commission's Chair is planning to develop a list-serve for SAC chairs, send out monthly updates to SACs, and institute quarterly conference calls between the Chair, Vice Chair, and SAC Chairs.     Recommendation: The Secretary of Defense should direct MDA to ensure that developmental hardware and software changes are not made to the operational baseline that disrupt the assessments needed to understand the capabilities and limitations of new BMDS developments.

    Comments: In providing comments on this report, the agency concurred with this recommendation. In the June 2010 Ballistic Missile Defense System Accountability Report (BAR), Missile Defense Agency (MDA) provided some operational baselines and continues to do so annually. Nonetheless, configuration changes continue to pose challenges to a thorough assessment of the BMDS architecture. For example, the Director, Operational Test and Evaluation stated that the many configurations of the fielded ground-based interceptor inhibits a full evaluation of the GMD program. Moreover, some changes to BMDS elements are still delivered while testing of the architecture is already underway. We will continue to assess whether MDA fully adopts an approach allowing time for the warfighter and testers to fully understand hardware and software before placing it in the operational baseline.
