    Recommendation: The Assistant Secretary of the Army for Civil Works should direct the Director of Civil Works to determine whether existing tools and capabilities (such as the Corps' analyses and models related to inland harbors' conditions and freight traffic, as well as shoaling effects at coastal ports) can be adapted to help evaluate other factors when allocating funds from the Harbor Maintenance Trust Fund. The Corps should report to Congress on the feasibility, limitations, and potential costs and on an estimate of any additional funds needed to use such an approach to meet the statutory requirements.

    Recommendation: To assess and enhance the value of Pacific Pathways, and to fully determine the value of Pacific Pathways and communicate it to decision makers, the Secretary of the Army direct the Commander of U.S. Army Pacific to conduct a comprehensive analysis of the benefits of Pacific Pathways relative to its costs. Such an analysis could both: (1) incorporate financial and non-financial costs and benefits of the initiative, to include readiness benefits for logistics and sustainment units, any training efficiencies or cost avoidance resulting from Pacific Pathways, and non-financial costs, such as decreased equipment readiness rates; and (2) compare the costs with the benefits of training conducted under the Pacific Pathways initiative against that conducted through other Army trainings, such as home station training, combat training centers, or other exercises.

    Comments: As of June 2017, officials reiterated USARPAC's position that the command does not plan to conduct a deliberate analysis of the costs of Pacific Pathways relative to its benefits. However, USARPAC is currently studying the impacts of Pacific Pathways on sustainable readiness. Headquarters, Department of the Army has requested the results of this study by September 2018. Pending completion of that study or other related actions, this recommendation remains open.
    Recommendation: To assess and enhance the value of Pacific Pathways, and to better synchronize planning across all commands and units and thereby achieve a more cohesive operation, the Secretary of the Army direct the Commander of U.S. Army Pacific to modify existing USARPAC and I Corps planning processes and clarify guidance, as appropriate, that integrates all stakeholders and clearly identifies the objectives, assumptions, and level of authority appropriate for key decisions prior to the exercise planning cycle for each Pathway operation.

    Recommendation: In order to improve the accuracy of the information included in the operation and maintenance (O&M) budget justification material submitted to Congress and provide complete information to review the military services' fuel consumption spending requests, the Secretary of Defense should direct the Under Secretary of Defense (Comptroller), in consultation with the military services and DLA, to develop an approach to reconcile data on fuel consumption reported by the military services and fuel sales to the military services reported by DLA and take any appropriate corrective actions to improve the accuracy of actual fuel consumption spending data.

    Recommendation: To improve DOD's management and oversight of contingency construction in the CENTCOM area of responsibility and in other geographic combatant commands where applicable, and to improve DOD's awareness of how much O&M funding the department uses for construction projects to support contingency operations, the Secretary of Defense should direct the Secretaries of the military departments, in coordination with the Under Secretary of Defense (Comptroller), to track the universe and cost of ongoing and future contingency construction projects that are funded from O&M appropriations under section 2805 of Title 10, U.S. Code (unspecified minor military construction authority).

    Recommendation: To help improve the efficiency of Corps operations at reservoir projects and to assist the Corps in meeting the requirement of the Water Resources Reform and Development Act of 2014 to update the Corps' 1992 reservoir report, the Secretary of Defense should direct the Secretary of the Army to direct the Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers to develop guidance on what activities constitute a review of a water control manual and how to document that review.

    Recommendation: To improve the Office of the Secretary of Defense's (OSD) oversight of the services' progress in implementing the standardized process for assessing facility conditions and recording facility condition ratings based on that process, the Assistant Secretary of Defense for Energy, Installations, and Environment should revise its guidance to clarify how--either in DOD's Real Property Assets Database or by some other mechanism--the services are to indicate when a facility condition rating recorded in DOD's Real Property Assets Database is based on the standardized process.

    Comments: The agency agreed with the recommendation. In April 2017, OMB indicated that it has been working with agencies on their Strategic Plans and associated performance goals and measures, but that it would be premature to say whether there would be a specific goal on its non-provisioned O&M spending measure. We will continue to monitor the implementation of this recommendation.
    Recommendation: The Director of OMB should commit to a firm date by which its draft guidance on legacy systems will be issued, and subsequently direct agencies to identify legacy systems and/or investments needing to be modernized or replaced.

    Comments: The agency agreed with the recommendation. In April 2017, OMB stated that it was updating the draft guidance on legacy systems and were unable to provide a date when they would be issuing it. We will continue to monitor the implementation of this recommendation.
    Recommendation: To monitor whether existing investments are meeting the needs of their agencies, the Secretaries of Commerce and the Treasury should direct the respective agency CIO to ensure that required analyses are performed on investments in the operations and maintenance phase.

    Status: Open

    Comments: The agency agreed with the recommendation. In a May 2017 written update, the agency stated that it had updated its Capital Planning and Investment Control handbook with instructions on conducting operational analyses. However, the agency was unable to demonstrate that operational analyses were being completed on an annual basis, as required. We will continue to monitor the implementation of this recommendation.
    Recommendation: To monitor whether existing investments are meeting the needs of their agencies, the Secretaries of Commerce and the Treasury should direct the respective agency CIO to ensure that required analyses are performed on investments in the operations and maintenance phase.

    Comments: The agency had no comment on the recommendation. In June 2017, Treasury provided an update on the IRS's efforts to ensure that operational analyses are performed on investments in the operations and maintenance phase. However, the recommendation is intended to address issues at the department level and not just at the IRS. Treasury declined to provide an update at the department level. We will continue to monitor the implementation of this recommendation.

    Comments: The agency agreed with the recommendation and in July 2017 stated that the department has drafted a Legacy Systems Modernization Framework. DHS is waiting for OMB?s draft guidance to be issued to ensure compliance. As a result, they now estimate this will be completed by December 2017. We will continue to monitor the implementation of this recommendation.

As of May 2017, the agency stated that it had taken steps to improve its overall IT governance processes, and in particular, its oversight of legacy systems. These steps included, implementing its FITARA strategy, creating a Cloud Strategy and Policy Office, and two new executive oversight groups. In addition, the agency stated that it planned to complete an IT Modernization Plan in calendar year 2018. We will continue to monitor the implementation of this recommendation.

    Comments: The agency agreed with the recommendation. In May 2017, the agency stated that it was continuously assessing its current IT portfolio for opportunities to retire or modernize its mission critical legacy systems. Specifically, Commerce stated that it had identified two candidate systems for modernization--the National Weather Service Telecommunications Gateway and the USPTO Examiner Automated Search Tool. However, it is unclear how these plans will relate to OMB's guidance. We will continue to monitor the implementation of this recommendation.

    Priority recommendation

    Comments: The department partially agreed with the recommendation and in an April 2017 update stated that the department has begun an initiative to migrated corporate business IT systems to cloud service providers. The department added that they were coordinating with their program offices to identify and prioritize other IT systems for migration. The department intends to review any forthcoming OMB guidance, and will consider early implementation of such guidance, as applicable to the department, when the guidance is provided. We will continue to monitor the implementation of this recommendation.

As of July 2017, the agency had not responded to requests for updates on the implementation of this recommendation. We will continue to monitor this recommendation.

    Comments: The agency agreed with the recommendation and as of May 2017, the agency stated that it was working on finishing its Information Technology Modernization Plan that outlines 5 major applications that it plans to update. However, since OMB had not yet issued its legacy system guidance, it is unknown whether this plan is consistent with OMB's guidance. We will continue to monitor the implementation of this recommendation.

    Comments: The agency agreed with the recommendation. As of May 2017, the agency stated that it was completing the initial steps of an assessment to provide a qualitative and definitive list of systems which meet criteria for retirement and/or decommission. This assessment is to review the complexity of work per system, and provide a rough order of magnitude cost estimate on a system-by-system basis. Further, VA is in the process of decommissioning the BDN and PAID systems mentioned in our report. The decommissioning of BDN is in the planning stage and the agency estimates the project to cost $100 million to complete. The replacement of PAID has been occurring in incremental phases, but the agency did not provide an estimated date of retirement. We will continue to monitor the implementation of this recommendation.

    Comments: The agency agreed with the recommendation and stated that work is underway to identify systems in need of modernization and upgrade. The department anticipated being able to close the recommendation 90 days after OMB issues guidance on legacy systems. Further, in a recent update, the agency stated that it had recently started a project to create an integrated inventory of Transportation's systems. According to the agency, through this project, it has been able to identify duplication and opportunities to create efficiencies. The next phase of this project is a future state diagram and a roadmap to show planned modernizations and possible divestments of legacy systems. We will continue to monitor the implementation of this recommendation.

    Comments: DOD concurred with this recommendation. MDA contracted with the Army and Missile Command Logistic Center to conduct a business case analysis (BCA) to identify the most cost effective long term support strategy. As of July 2015, DOD stated that the BCA has been completed and is being reviewed by MDA with an estimated completion in the 4th quarter of fiscal year 2015. As of March 2016, DOD stated that, as the BCA was going through review, it was determined that additional efforts were required. The [revised] BCA completion date is now the first quarter fiscal year 2017. After the projected completion date, we will follow up with DOD and assess whether the Army and DOD have updated the joint cost estimate for long-term operating and support costs based on the results of the BCA and whether their actions meet the intent of this recommendation.
    Recommendation: To improve DOD's ability to identify and resolve implementation issues, to improve budgeting for long-term operating and support costs of BMD elements in Europe, and to identify resources needed to support its plans for providing BMD capabilities in Europe and to support budget development, the Secretary of Defense should direct the Under Secretary of Defense for Acquisition, Technology and Logistics to require and set a deadline for completing a business-case analysis for Terminal High Altitude Area Defense (THAAD) to support a decision on the long-term support strategy, and updating the joint MDA and Army long-term operating and support cost estimate after this and other key program decisions, such as where the THAAD batteries are likely to be forward-stationed, are made.

As of July 2015, DOD stated that the Army and MDA will initiate an independent business case analysis (BCA) to explore the transfer of THAAD from MDA to the Army. DOD also stated that the BCA is expected to be completed in the 2nd quarter of fiscal year 2016. As of March 2016, DOD stated that the Army and MDA initiated an independent BCA joint study in July 2015 to be completed in March 2016 by RAND Corporation. The study was expanded to include transfer of the AN/TPY-2 radar. The study is now tentatively scheduled to end with a final review between the MDA and the Army Acquisition Executive in late first quarter fiscal year 2017. After the projected completion date, we will follow up with DOD and assess whether the Army and MDA have updated the joint cost estimate for long-term operating and support costs based on the results of the BCA and whether their actions meet the intent of this recommendation.

As of July 2015, DOD stated that MDA and the Navy have developed a joint operating and support cost estimate for the Aegis Ashore operational sites which is awaiting Navy approval. In January 2016, the Navy and MDA approved a joint cost estimate for the long-term operating and support costs for the first Aegis Ashore site in Romania. The completion of this estimate partially meets the intent of this recommendation. We will keep this recommendation open until we obtain documentation that DOD has taken action to complete a joint cost estimate of the long-term operating and support costs of the second Aegis Ashore site in Poland. A completed cost estimate for both sites would meet the intent of this recommendation.

    Comments: In March 2015, GAO met with OMB officials about their implementation of a new cost estimating model that would largely implement this recommendation. OMB officials said they had engaged a contractor to develop the model and in the coming months they would be contacting member agencies on the Federal Real Property Council to obtain their feedback, with hopes of eventually incorporating the model into ongoing real property reform efforts. As of May 2016, GAO was inquiring about the status of this effort and was anticipating a meeting with OMB in the coming weeks to discuss this and other related real property efforts aimed at addressing GAO's high risk designation for this area.

    Comments: Our review found that DOD has a process for evaluating requests for additional authorized positions, but that it does not periodically evaluate the commands' authorized positions to ensure they are needed to meet the commands' assigned missions. The department did not concur with our recommendation, stating that the combatant commands had already been reduced during previous budget and efficiency reviews. The department also noted that any periodic review of the combatant commands' size and structure must include a review of assigned missions, and that a requirement for a mission review was not appropriate for inclusion in the commands' guiding instruction on personnel requirements. Our report acknowledged and described several actions taken by DOD to manage growth in positions and costs at the combatant commands, including establishing personnel baselines and identifying personnel reductions. We continue to maintain that the actions taken by DOD do not constitute a comprehensive, periodic review because they have not included all authorized positions at the combatant commands. In addition, the department's response does not fully explain why there should not be a requirement for periodic reviews to ensure that the resources meet constantly evolving missions. We continue to believe that institutionalizing a periodic evaluation of all authorized positions would help to systematically align manpower with missions and add rigor to the requirements process. Currently, the Department does not plan to take action to implement this recommendation. We will continue to monitor actions DOD takes in response to this recommendation and will provide updated information as appropriate.

    Comments: Our review found that the Joint Staff and combatant commands lacked visibility and oversight over the authorized manpower and personnel at the service component commands. Specifically, we found that the combatant commands and Joint Staff did not have visibility over personnel at the service component commands or access to the service-specific personnel management systems that the service component commands use, and if they need information to determine whether personnel at the service component commands could support the combatant commands' mission requirements they had to request it from the service component commands. The Director, Joint Staff concurred with the recommendation, but did not provide comments on the corrective action to be taken. In a June 2015 update on this recommendation, Joint Staff officials acknowledged they continue to have no insight into the authorized positions of the service component commands which are managed and tracked by the military services. The Joint Staff and combatant commands continue to request information from the service component commands when needed to track authorized positions and actual personnel, the same process we reported on in 2013. Currently, DOD does not plan to take action to implement this recommendation. We will continue to monitor actions DOD takes in response to this recommendation and will provide updated information as appropriate.
