    Recommendation: To improve understanding of the range of potential crises against which the banking system would be resilient and the outcomes that might result from different scenarios, the Federal Reserve should assess whether a single severe supervisory scenario is sufficient to inform CCAR decisions and promote the resilience of the banking system. Such an assessment could include conducting sensitivity analysis involving multiple severe supervisory scenarios--potentially using CCAR data for a cycle that is already complete, to avoid concerns about tailoring the scenario to achieve a particular outcome.

    Recommendation: To improve the quality of the data published on ForeignAssistance.gov and help ensure consistency in published information, the Secretary of State should, in consultation with the Director of OMB and the USAID Administrator, undertake a review of the efforts to date on ensuring data quality

    Comments: State concurred with this recommendation and noted that it will continue to work with USAID in consultation with OMB to assess whether additional existing resources are required to meet the goals of ForeignAssistance.gov. As of June 2017, State has taken some steps to coordinate with OMB and USAID to improve the quality of data reported for ForeignAssistance.gov. For example, in January 2017, State co-hosted an interagency meeting with OMB and USAID to discuss data quality and reporting requirements. As of June 2017, GAO was following up with State to obtain additional information on how the established review process would or has helped improve the quality of the data reported on Foreignassistance.gov.
    Recommendation: To improve the quality of the data published on ForeignAssistance.gov and help ensure consistency in published information, the Secretary of State should, in consultation with the Director of OMB and the USAID Administrator, develop additional guidance that takes into consideration current challenges to updating ForeignAssistance.gov with verified data.

    Recommendation: To improve the reliability of the annual official U.S. estimate of remittances, the Secretary of Commerce should direct the BEA Director to conduct additional analyses of BEA's estimates using estimation techniques appropriate for dealing with the shortcomings of the data. Analyses should also be conducted to understand the effect of various assumptions behind and limitations of the data on the estimates.

    Recommendation: To help ensure that efforts to counter piracy and maritime crime are coordinated and prioritized to effectively address the evolving threat, the Assistant to the President for National Security Affairs, in collaboration with the Secretaries of Defense and State, should work through the Counter-Piracy Steering Group or otherwise collaborate with the Secretaries of Homeland Security, Transportation, and the Treasury, and the Attorney General to determine whether additional actions to address counterpiracy and maritime security, such as developing an action plan that includes elements of a strategic approach, are needed to guide and coordinate activities.

    Comments: In June 2014, the Executive Office of the President issued the United States Counter Piracy and Maritime Security Action Plan, which includes an annex specific to activities in and around the Gulf of Guinea. While the plan outlines some of the planned indicators of effectiveness for activities in and around the Gulf of Guinea, the extent to which the agencies have assessed or plan to assess costs and benefits are not explicitly addressed. The plan states that the Counter Piracy Steering Group will coordinate, implement, and monitor the objectives outlined in the plan and will assess methods and agency activities to reduce risk and protect the maritime industry from acts of piracy and related maritime crime. The plan identifies an increase in investigating and prosecuting cases and a reduction in the trend of piracy and related maritime crime as tangible indicators of successful implementation of the plan. However, GAO's past work on piracy off the Horn of Africa recommended that, as part of a strategic approach, agencies (1) identify the costs of U.S. counterpiracy efforts including operational, support, and personnel costs; and (2) assess the benefits, and effectiveness of U.S. counterpiracy activities. The 2014 plan and its Gulf of Guinea annex do not include a discussion of these elements of a strategic approach. In August 2017, neither the Department of Defense nor the Department of State (the co-chairs of the Counter Piracy Steering Group) provided an update on the extent to which they have collectively or individually addressed the assessment of costs and benefits for activities in and around the Gulf of Guinea. Including these elements in the plan can help assess the effectiveness of current efforts, prioritize future efforts, and leverage resources. GAO will continue to monitor progress in this area.

    Recommendation: To more effectively implement SBA's expansion of OIT field staff as required by the SBJA, the Administrator of the SBA should update SBA's plan for additional OIT staff to include funding sources and time frames, as well as possible efficiencies from clearly defining roles and responsibilities and leveraging other entities' export assistance resources.

    Comments: SBA concurred with our recommendations and noted that SBA would work to implement the recommendations. SBA agreed that it intends to respond to staffing requirements of the SBJA while acknowledging resource constraints in its next annual report to Congress. In November 2014, SBA officials said that SBA was in the process of evaluating the impact of Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payments (VSIP) retirements that took place at the end of September 2014 and was developing a plan for reallocating full-time employees (FTEs). They said that at the end of this process, SBA would have a better understanding of the impact on current and future USEAC staffing levels. In September 2015, SBA stated that it was still in the process of evaluating the impact of the VERA/VSIP retirements that took place at the end of September 2014, and was developing a plan for current and future FTEs. In February 2016, SBA's Office of International Trade (OIT) reported that in the first quarter of fiscal year 2016, it was able to fill the 21st of 30 USEAC-based Export Finance Specialist positions. OIT also reported that it has prepared an updated staffing proposal for the remaining nine positions called for under the Small Business Jobs Act of 2010. OIT noted that filling the remaining nine positions would depend on their receiving additional agency funding. SBA needs to provide documentation of its plan for complying with staffing requirements in the Small Business Jobs Act, or provide evidence that they have reallocated resources to actually do so. As of March 2017, SBA's new leadership was reviewing agency budget and staffing needs and had not provided us with a proposal for filling the remaining positions.
