    Recommendation: To enhance the ability of the Executive Office of the President to implement the Revitalize American Manufacturing and Innovation Act of 2014 requirements related to reporting on advanced manufacturing, the Director of the Office of Science and Technology Policy, working through the National Science and Technology Council and agency leadership, as appropriate, should identify the information they will collect from federal agencies to determine the extent to which the objectives outlined in the National Strategic Plan for Advanced Manufacturing are being achieved.

    Comments: OSTP did not state whether it agreed or disagreed with this recommendation. They provided some comments on the draft recommendation. For example, OSTP commented that the recommendation could focus on the extent to which the objectives of the Advanced Manufacturing Partnership (AMP) recommendations are being achieved in periodic updates to the implementation of the National Strategic Plan for Advanced Manufacturing. However, these recommendations were not covered in the scope of our report: we focused on reporting on the progress in achieving the objectives of the strategic plan.

    Recommendation: To ensure the agency has sufficient information about risks to SSI program integrity when making decisions about efforts to address them, the Commissioner of the Social Security Administration should conduct a risk assessment of the current manual process for connecting and adjusting claim records of SSI recipients who live in households with other SSI recipients, and, as appropriate, take steps to make cost-effective improvements to SSA's claims management system to address identified risks.

    Comments: SSA disagreed with this recommendation stating that current SSI program rules do not support connecting records of unrelated individuals living in multiple recipient households. SSA also noted that it does not have evidence from its fiscal year 2014 payment accuracy reviews that manual processing of married couple multiple recipient household claims led to payment errors. As such, the agency stated that it could not commit resources to address this recommendation at this time, but noted if a legislative proposal is put forth that affects unrelated multiple SSI recipient households, SSA will assess program policy and systems risks as part of its evaluation and planning. However, we continue to believe that the manual processing currently used to connect and adjust claim records of SSI recipients who live in households with other SSI recipients leaves the agency at risk. SSA has acknowledged that it has not assessed the extent to which manual processing leads to payment errors, and the data they provided us on fiscal year 2014 improper payments to married couple recipients does not address the full scope of the issues we identified. Specifically, field office staff reported several instances in which manual processing is used to connect and adjust claims records for multiple recipient households due to system limitations, and indicated that these manual adjustments increase the likelihood of erroneous payments. These manually processed claims are for households with multiple related recipients whose SSI benefits are currently inter-related under program rules, such as multiple child recipients who are siblings or individual recipients who marry another recipient. Without an assessment of the risks associated with the manual processing of these claims, SSA is unable to determine if additional adjustments to its system would be a cost-effective use of its resources.

    Recommendation: To help foster and unaccompanied homeless youth better navigate the college admissions and federal student aid processes, the Secretaries of Education and HHS should jointly study potential options for encouraging and enabling child welfare caseworkers, McKinney-Vento homeless youth liaisons, and other adults who work with these youth to more actively assist them with college planning.

    Comments: Education, working with the Department of Health and Human Services, issued a Foster Youth Transition Toolkit in May 2016 which addresses both financial aid and college admissions processes. The toolkit was written for youth in or formerly in foster care rather than for professionals who serve these youth. Education noted that it had also posted a Homeless Youth Fact sheet for teachers and other professionals on its website in July. Education said that it will continue to work with HHS and the National Association for the Education of Homeless Children and Youth about college admissions and federal student aid processes for foster and unaccompanied homeless youth. Education also plans to conduct a technical assistance webinar for McKinney-Vento homeless youth liaisons and to provide technical assistance for other programs. Making such information available on Education's website is an encouraging step, as are plans to conduct webinars for professionals who work with homeless youth. We look forward to the implementation of these plans. However, we continue to believe that HHS and Education should consider ways to encourage more active college planning efforts among professionals who work with homeless and foster youth that consider professional staff's competing goals and priorities and multiple responsibilities.
    Recommendation: To help foster and unaccompanied homeless youth better navigate the college admissions and federal student aid processes, the Secretaries of Education and HHS should jointly study potential options for encouraging and enabling child welfare caseworkers, McKinney-Vento homeless youth liaisons, and other adults who work with these youth to more actively assist them with college planning.

    Comments: HHS, working with the Department of Education, issued a Foster Youth Transition Toolkit in May 2016 which encourages current and former foster youth to pursue college and addresses both financial aid and college admissions processes. The toolkit was written for youth in or formerly in foster care, and HHS considers it a resource for unaccompanied homeless youth as well as for the adults who serve these youth. Making such information available through this joint publication is an encouraging step. However, child welfare caseworkers, school homelessness liaisons, and other professionals who work with homeless and foster youth have competing goals and priorities and multiple responsibilities. To encourage and facilitate college planning and admissions efforts, Education and HHS would need to carefully consider professional staff's workloads, responsibilities, and training needs, among other issues, and develop some options for encouraging college planning efforts among professionals in these programs who work with homeless and foster youth.
    Recommendation: To help foster and unaccompanied homeless youth, as well as adults who assist these youth, better navigate the federal student aid process and obtain information about college resources, the Secretary of Education, in consultation with the Secretary of HHS, should create webpages directed to homeless and foster youth so they can more easily find tailored and centralized information about available federal and other resources, such as Pell Grants, Chafee Education and Training Voucher Program (Chafee ETV Vouchers), and waivers for college admission tests.

    Comments: In addition to having a webpage about foster youth, Education noted that in April 2016 it had created a new webpage with resources for homeless children and youth. In July 2016, Education developed and posted online a Foster Care Transition Toolkit and a Fact Sheet on federal student aid for homeless youth that is available through its resources webpage. The development and posting of these materials on the agency's website offers helpful resources to foster and homeless youth; however, Education should also make it easier for these youth, who often lack adult support, to find these documents easily--such as by referring to them on the page that says who is eligible for federal student aid--without lengthy searching of the Website.
    Recommendation: To help college financial aid administrators more effectively implement eligibility rules for unaccompanied homeless youth, the Secretary of Education should make available an optional worksheet or form that college financial aid administrators can voluntarily use to document unaccompanied homeless youth status or encourage the use of existing forms that are available.

    Comments: Education agreed that it would be helpful to make forms developed by outside organizations knowledgeable about homelessness issues available for financial aid administrators to use for documenting the status of unaccompanied homeless youth. Education also said that it plans to highlight the availability of these forms and provide guidance at its annual conference and in updates to the Federal Student Aid Handbook. Education noted that it will not endorse the use of a specific form but that it will highlight forms that already exist that may be useful to financial aid administrators. We look forward to Education making such forms available for college financial aid administrators so that they can more effectively implement eligibility rules for unaccompanied homeless youth.
    Recommendation: To help homeless youth more easily access federal student aid, the Secretary of Education should clarify its guidance to financial aid administrators and students about whether financial aid administrators should accept any unaccompanied homeless youth determination provided by McKinney-Vento homeless liaisons or other authorized officials even if a student is not in high school or receiving program services.

    Comments: In June 2016, Education posted questions and answers about federal student for homeless youth on its website and in July, the agency posted a fact sheet about Homeless Youth on its webpage for teachers and other professional staff. However, neither document states whether financial aid administrators should accept any unaccompanied homeless youth determination provided by McKinney-Vento liaisons or authorized officials even if a student is not in high school or receiving program services. In July 2016, Education issued guidance for the McKinney-Vento program specifying that a local liaison may continue to provide verification of a youth's homelessness status for federal student aid purposes for as long as the liaison has access to the information necessary to make such a determination for a particular youth. The guidance also stated that local homelessness liaisons should ensure that all homeless high school students receive information and counseling on college-related issues. Education said that it will also hold a technical assistance webinar for McKinney-Vento Education for Homeless Children and Youths Program liaisons. In July 2016, Education said that it will issue the most-up-to-date guidance clarifying that financial aid administrators should accept any unaccompanied homeless youth determination provided by McKinney-Vento liaisons or authorized officials even if a student is not in high school or receiving program services. In addition to updating its guidance for financial aid administrators, the agency should also update the question and answer factsheet on federal student aid for homeless students and the factsheet for professionals so that the information on unaccompanied homeless youth determinations is presented consistently in these key documents.
    Recommendation: To enhance access to federal student aid for unaccompanied homeless youth, the Secretary of Education should consider developing a legislative proposal for congressional action to simplify the application process so that once a student has received an initial determination as an unaccompanied homeless youth, the student will not be required to have that status re-verified in subsequent years but attest to their current status on the Free Application for Federal Student Aid, unless a financial aid administrator has conflicting information.

    Comments: In July 2016, Education said that the department had proposed further simplification of the FAFSA in its fiscal year 2017 budget proposal. Education stated that it will also consider the feasibility of a legislative proposal to not require re-verification of homelessness after a student has received an initial determination. Such a legislative proposal would enhance access to federal student aid for unaccompanied homeless youth.
    Recommendation: To simplify program rules for Chafee ETV vouchers and improve access to these vouchers for former foster youth ages 21 and 22, the Secretary of HHS should consider developing a legislative proposal for congressional action to allow foster youth to be eligible for the Chafee ETV voucher until age 23 without also requiring that they start using the voucher before they turn 21.

    Comments: HHS's budget request for fiscal year 2018 does not contain a legislative proposal to improve access to Chafee vouchers for former foster youth ages 21 and 22. In July 2016, HHS noted that it had made a proposal for mandatory programs to improve foster youth's access to vouchers for title IV-E Chafee programs in the Administration for Children and Families' fiscal year 2017 budget request. However, the agency explained that the proposal's purpose is to extend eligibility for Chafee Foster Care Independence Program (CFCIP) services to youth up to age 23 in jurisdictions that have extended foster care to age 21. According to HHS, the budgetary proposal does not affect the Chafee Vouchers. A legislative proposal to simplify program rules for Chafee ETV vouchers would support improving access to these vouchers for former foster youth ages 21 and 22.

    Recommendation: To increase states' abilities to improve disaster resilience and mitigate future damage when using federal funding in the wake of disasters, the FEMA Administrator should, consistent with the goals of the NDRF to integrate hazard mitigation and risk reduction opportunities into all major decisions and reinvestments during the recovery process, assess the challenges state and local officials reported, including the extent to which the challenges can be addressed and implement corrective actions, as needed.

    Comments: In April 2017, FEMA officials provided a corrective action plan that included interim actions and milestones leading to the establishment of procedures and training to assist in implementing policy changes through the end of calendar year 2016. In September 2016, FEMA issued new policies to establish minimum standards for Public Assistance projects that are intended to promote resilience and achieve risk reduction. The April 2017 update indicates that FEMA plans to complete actions to implement this recommendation by May 2017. GAO will assess the actions taken when they are complete.
    Recommendation: To help the federal, state, and local governments plan for and invest in hazard mitigation opportunities to enhance resilience against future disasters, the Director of the Mitigation Framework Leadership Group, in coordination with other departments and agencies that are MitFLG members, should supplement the National Mitigation Framework by establishing an investment strategy to identify, prioritize, and guide federal investments in disaster resilience and hazard mitigation-related activities and make recommendations to the President and Congress on how the nation should prioritize future disaster resilience investments. Such a strategy could address, among other things, (1) the extent to which current hazard mitigation and disaster resilience programs are adequately addressing critical lifelines and critical infrastructure, (2) an approach to identifying information on what disaster resilience and hazard mitigation efforts are most effective against known risks and their potential impacts on the nation's fiscal exposure, (3) the balance of federal and nonfederal investments, and (4) the balance of pre- and postdisaster resilience investments.

    Comments: In March 2016, officials from FEMA's Federal Insurance and Mitigation Administration told us they are working with the Office of Management and Budget to implement this recommendation and shared a high-level work plan designed to guide MitFLG through the creation of a disaster resilience investment strategy. According to this plan, the strategy is to be complete in October 2017.

    Recommendation: To inform decisions on any potential future iterations of the veterans' employment workshop, the Secretary of Labor should assess and report to Congress the extent to which further delivery of employment workshops to veterans and their spouses could fill a niche not fully served by existing federal programs. Such an assessment could involve collaboration with VA and other stakeholder organizations.

    Comments: In May 2017, DOL repeated its assertion that the employment needs of veterans and spouses are best met through the services offered by their local American Job Centers. Additionally, DOL's Veterans' Employment and Training Service (VETS) has published its employment workshop TAP curriculum in eBook form, making it accessible to all veterans and spouses. VETS planned to report to Congress in 2017 on whether a need exists to provide an employment workshop to veterans and spouses. DOL has not provided an update to GAO on that assessment. Further, VETS is conducting a pilot to identify additional options to connect veterans and spouses to employment services available at American Job Centers, and plans to report its initial findings to Congress in 2018.

    Recommendation: To help ensure that HHS fully addresses its dissemination requirements under PPACA, the Secretary of Health and Human Services should direct AHRQ to expand dissemination efforts to federal and private health plans and vendors of health information technology focused on clinical decision support.

    Comments: HHS officials provided information in 2017 on dissemination efforts conducted as part of the Patient-Centered Outcomes Research Clinical Decision Support Learning Network. However, we have not yet identified the extent to which these efforts are specifically focused on federal and private health plans, or on health IT vendors, as specified in the GAO recommendation.
    Recommendation: To help ensure that HHS fully addresses its dissemination requirements under PPACA, the Secretary of Health and Human Services should direct AHRQ to document and complete plans to develop a publicly available database, including plans to meet the needs of various potential users in the general public.

    Comments: HHS officials provided information in 2017 to describe AHRQ's approach to address dissemination requirements through a website that includes instructions and links for searching multiple different publicly available databases that have information on comparative effectiveness research. However, we have not yet identified the extent to which AHRQ has plans to meet the needs of various potential users in the general public, as specified in GAO's recommendation.
    Recommendation: To help ensure that HHS fully addresses its dissemination requirements under PPACA, the Secretary of Health and Human Services should direct AHRQ to develop specific plans on how it will collaborate with the National Institutes of Health on its dissemination activities.

    Recommendation: In order to ensure that efforts to address prenatal opioid use and NAS are systematically and effectively planned and coordinated across the federal government, the Director of ONDCP should document the process, including discussions held and information considered, of developing action items on prenatal opioid use and NAS. This may include documenting gaps that were considered in developing action items.

    Comments: In May 2017 and July 2017, ONDCP officials described the process used to develop the action items related to prenatal opioid use and NAS for the 2015 National Drug Control Strategy report. Specifically, officials described working directly with federal agencies to identify proposals for action items and review proposals during an interagency working group meeting in March 2015. However, ONDCP officials could not provide us any formal documentation, such as meeting minutes, showing the process used or what gaps were considered in developing the action items. ONDCP officials also told us the action items related to prenatal opioid use and NAS for the 2015 Strategy have been generally completed. No action items related to prenatal opioid use and NAS were included in the 2016 Strategy and ONDCP officials said they did not know whether any related action items will be included for the 2017 Strategy. We will update the status of this recommendation after future Strategy reports are published.

    Recommendation: To help determine if programs are effective at supporting those individuals with serious mental illness, the Secretaries of Defense, Health and Human Services, Veterans Affairs, and the Attorney General--which oversee programs targeting individuals with serious mental illness--should document which of their programs targeted for individuals with serious mental illness should be evaluated and how often such evaluations should be completed.

    Comments: The Department of Defense's position is that it already engages in periodic program evaluation of its psychological health programs as required. It noted that on November 24, 2014, the Under Secretary of Defense for Personnel and Readiness directed the Military Departments and other Department of Defense components to assist in an initiative to evaluate Psychological Health and Traumatic Brain Injury programs across the Department of Defense. As of September 2017, we have not received a further update on the Department of Defense's actions. We will continue to monitor these efforts and seek to determine whether they result in documentation of which programs should be evaluated and how such evaluations should be completed.
    Recommendation: To help determine if programs are effective at supporting those individuals with serious mental illness, the Secretaries of Defense, Health and Human Services, Veterans Affairs, and the Attorney General--which oversee programs targeting individuals with serious mental illness--should document which of their programs targeted for individuals with serious mental illness should be evaluated and how often such evaluations should be completed.

    Comments: HHS did not concur with this recommendation. The Helping Families in Mental Health Crisis Reform Act of 2016 enacted in December 2016 included a requirement for HHS to develop a strategy for conducting ongoing evaluations of programs related to mental illness--including serious mental illness--and substance use disorders. As of August 2017, HHS is in the process of preparing a report that identifies key programs and activities across the department, as well as summarizes data on those programs and develops criteria for use in prioritizing programs for evaluation. However, this report is not yet complete. We will continue to monitor HHS's efforts in this regard and look for documentation of HHS plans for future evaluations of programs for individuals with serious mental illness.

    Recommendation: To promote and enhance federal, state, and local coordination activities, the Secretary of Transportation, as the chair of the Coordinating Council, should convene a meeting of the member agencies of the Coordinating Council and define and report on desired outcomes and collect related data to track and measure progress in achieving results, including the extent of coordination efforts that are under way, such as improved services for older adults. This effort could be conducted as a part of the Coordinating Council's process to update its strategic plan, which we have also recommended in a concurrent report.

    Comments: The Federal Transit Administration (FTA) has taken steps to enhance older adult mobility. For example, the agency and the Coordinating Council on Access and Mobility (CCAM) developed a draft strategic plan, which is being reevaluated in light of requirements in the Fixing America's Surface Transportation Act of 2015. FTA officials will provide GAO with an update on the status of those efforts after the July 2016 CCAM meeting.

    Recommendation: To promote and enhance federal, state, and local NEMT coordination activities, the Secretary of Transportation, as the chair of the Coordinating Council, should convene a meeting of the member agencies of the Coordinating Council and complete and publish a new or updated strategic plan that, among other things, clearly outlines a strategy for addressing NEMT and how it can be coordinated across federal agencies that fund NEMT service.

    Status: Open

    Comments: The Federal Transit Administration (FTA) concurred with this recommendation. As of November 2016, FTA stated that Administrator-level members of the Coordinating Council on Access and Mobility (CCAM) met in July 2016 to begin the process of developing a strategic plan. A follow-up meeting of the same group is planned for December 2016. According to FTA, it is anticipated this meeting will result in agreement on a strategic plan framework and that interagency working groups will begin implementation of the framework in early 2017. Based on the minutes of the July 2016 CCAM meeting, emerging themes identified for the strategic plan included improved access to medical care and to better coordinate transportation planning, particularly integrating transportation planning into healthcare planning. This recommendation will be kept open pending finalization of the strategic plan framework and how it relates to NEMT.
    Recommendation: To promote and enhance federal, state, and local NEMT coordination activities, the Secretary of Transportation, as the chair of the Coordinating Council, should convene a meeting of the member agencies of the Coordinating Council and finalize and issue a cost-sharing policy and clearly identify how it can be applied to programs under the purview of member agencies of the Coordinating Council that provide funding for NEMT.

    Comments: FTA concurred with this recommendation. As of November 2016, FTA stated that Administrator-level members of the Coordinating Council on Access and Mobility met in July 2016 to begin the process of developing a strategic plan. A follow-up meeting of the same group is planned for December 2016. According to FTA, it is anticipated the December meeting will result in agreement on a strategic plan framework and that interagency working groups will begin implementing the plan in early 2017. FTA expects development of a cost-sharing policy and proposed model will be an objective in the strategic plan. We plan to keep this recommendation open pending completion of the strategic plan framework and further information related to implementing this recommendation.
    Recommendation: To promote and enhance federal, state, and local NEMT coordination activities, the Secretary of Transportation, as the chair of the Coordinating Council, should convene a meeting of the member agencies of the Coordinating Council and using the on-going work of the Health, Wellness, and Transportation working group and other appropriate resources, (1) identify the challenges associated with coordinating Medicaid and VA NEMT programs with other federal programs that fund NEMT, (2) develop recommendations for how these challenges can be addressed while still maintaining program integrity and fraud prevention, and (3) report these recommendations to appropriate committees of Congress.     Comments: FTA said they concurred in part with this recommendation. FTA announced the selection of 19 Rides to Wellness Demonstration and Innovative Coordinated Access and Mobility pilot projects, totally about $7.3 million, in September 2016. According to FTA, seven of the 19 projects have a NEMT focus. In addition, during 2016 FTA conducted outreach sessions in various cities throughout the United States to discuss partnership opportunities between the health and transportation industries. FTA stated that a new series of NEMT-specific listening sessions is now underway and additional sessions are planned for 2017. The purpose of these sessions is to identify challenges related to NEMT coordination that will be addressed by Coordinating Council on Access and Mobility (CCAM) working groups in the future. CCAM is also in the process of developing a strategic plan framework. FTA anticipates agreement on this framework in December 2016. The Fixing America's Surface Transportation (FAST) Act requires CCAM to develop and publish a strategic plan. FTA anticipates issues related to this recommendation will be developed through 2020. We plan to keep this recommendation open to further monitor CCAM and FTA progress and the extent challenges are identified and addressed related to better coordinating Medicaid and VA NEMT with other NEMT programs in the federal government, through the strategic plan framework or other actions resulting from the listening sessions.

    Recommendation: In order to improve grantees' planning and implementation efforts, increase the effectiveness of grantee efforts to integrate and manage resources, and learn more about the program's impact, the Secretary of Education should clarify program guidance about planning and implementation grants to provide reasonable assurance that planning grantees are better prepared to continue their efforts in the absence of implementation funding. Additional guidance could include encouraging grantees to set aside a small amount of the grant to identify and deliver early, tangible benefits to their neighborhoods.

    Comments: Education stated that it would communicate to planning grant applicants that implementation funding is contingent on the availability of funds and that it would clarify to grantees that planning grant funds could be used to achieve early, tangible benefits. However, Education has not awarded any new planning grants since 2012. In FY17, ED reported that if new funding becomes available for the Promise Neighborhoods' planning and implementation awards, the Department will emphasize to all interested applicants that grant awards are contingent on the availability of funds and the results of the competitive award process. Education also stated that it would provide more targeted technical assistance to planning grant recipients regarding strategies for continuing grantees' efforts absent implementation funding. In 2015, its technical assistance provider published information on planning for growth and sustainability of Promise Neighborhoods.
    Recommendation: In order to improve grantees' planning and implementation efforts, increase the effectiveness of grantee efforts to integrate and manage resources, and learn more about the program's impact, the Secretary of Education should develop and disseminate to grantees on an ongoing basis an inventory of federal programs and resources that can contribute to the Promise Neighborhoods program's goal to better support coordination across agency lines.

    Comments: Education stated that it would work with its technical assistance providers to create a mechanism to distribute a comprehensive list of external funding opportunities, programs and resources on a regular basis to better support the grantees' implementation efforts. In FY15, ED reported that the program office held a grantee meeting in July 2015 featuring at least three workshops on sustainability and leveraging additional funding sources. The program office also had a website (promiseneighborhoods.ed.gov) with a number of resources under the "toolbox" tab that can assist interested programs in financing their ongoing needs. While the workshops and web resources were good first steps that can assist grantees, GAO maintains that Education, rather than individual grantees, is best positioned to develop and share such an inventory of federal programs that relate to the goals of the Promise Neighborhoods program. Without such an inventory, Education may be missing opportunities to better support grantees; find other federal program for future coordination efforts; and identify potential fragmentation, overlap and duplication at the federal level. In FY17, Education did not provide any updates on this recommendation, nor has it provided such an inventory.

    Comments: Education stated that it would consider options for how and whether it can use the data collected from grantees to conduct a national evaluation. As a first step, Education said it would conduct a systematic evaluation of the reliability and validity of the data. In its 2016 Notice of Funding Availability for Implementation Grants, Education acknowledged that grantees have struggled to collect the full range of data necessary to conduct meaningful evaluation activities and emphasized the importance of helping grantees develop robust data systems. In addition, in its agency comments, Education had stated that it had not received sufficient funding to support a national evaluation. In FY2017, ED provided documentation of its request for funding for conducting an evaluation and the response to the request. However, the entity within ED that is responsible for impact evaluations maintains that it has no plans to conduct an impact evaluation, given that grantees were not randomly selected. GAO agrees that the program was not designed for impact evaluation, however, as we reported, there are other options for evaluating such programs that can provide meaningful information about how well grantees are addressing the problem of poor student outcomes in impoverished neighborhoods. Not evaluating the program limits Education and other agencies from learning about the extent to which model is effective and should be replicated. Developing an evaluation plan would provide critical information about the resources required to conduct an evaluation, and could better inform future funding requests for such an evaluation.

    Recommendation: To provide greater assurance of the accuracy of manpower requirements reports produced by AWPS for use at Army industrial sites, the Secretary of the Army should direct AMC--with assistance as needed from USAMAA--to submit AWPS to USAMAA for review and validation as a manpower requirements determination tool, in accordance with Army regulations.

    Comments: In commenting on the final report, the Army concurred and stated that AWPS was developed to address deficiencies in the Army's manpower requirements determination process by capturing and using the actual hours of the work performed in previous periods to project future requirements. The Army also stated that an integrated AWPS/LMP solution may result in a different manpower predictive tool that must be validated through USAMAA, and that it is important the Army focus on developing a business case analysis to include AWPS functionality into the Army's enterprise resource planning systems. In December 2014, the Under Secretary of the Army directed the Commanding General, AMC, to complete the overlap assessment between AWPS and LMP and to submit the approved manpower requirements determination approach to USAMAA for validation. In November 2015, the Army reported that AMC will not submit AWPS to USAMAA for review and validation because additional funding would be needed to modify AWPS to meet USAMAA requirements for a manpower requirements determination tool, and AMC decided not to make those modifications. Furthermore, the Army also reported that, based on its overlap assessment of AWPS and LMP, it plans to integrate AWPS functionality into LMP. Specifically, the Army plans to migrate all AWPS functions related to the collection and reporting of manpower resources executed in support of approved work at the AMC industrial base sites. As of March 2017, Army officials confirmed that the Army will not submit AWPS to USAMAA for review and validation, and that preparations for integrating AWPS functionality into LMP are ongoing.

    Recommendation: To provide the basis for greater consistency across states in assessing elder justice service delivery, the Secretary of HHS, as chairman of the Elder Justice Coordinating Council, should direct the Council to make it a priority to identify common objectives for the federal elder justice effort and define common outcomes.

    Comments: HHS agreed with this recommendation and noted the formation of the Elder Justice Coordinating Council (EJCC) as an effort to develop common objectives and plans for action to address elder justice issues. As of June 2014, the EJCC had developed eight recommendations for increased federal leadership in combating elder abuse based on input from elder justice experts in financial exploitation, public policy and awareness, enhancing response, and advancing research. Staff compiled information on best and promising practices for primary, secondary, and tertiary prevention; empirical evidence from peer-reviewed research; approaches used in related disciplines; and information about where gaps exist in the collective knowledge about elder abuse, neglect and exploitation. Staff then turned the suggestions into proposals with accompanying steps for federal action. Those proposals were subsequently presented at two public EJCC meetings (May and September 2013) and were made available for public review and comment. The Secretary of HHS formally accepted the recommendations in May 2014, and they were posted to the EJCC page of the Administration on Aging's website. In May 2015, HHS reported that the EJCC had published these recommendations in a document entitled "Eight (8)Recommendations for Increased Federal Involvement in Addressing Elder Abuse, Neglect, and Exploitation" and stated that the recommendations addressed the issues identified in GAO's recommendation. While we recognized that these 8 recommendations corresponded to the common objectives included in our recommendation, we also sought from HHS information on the status of common outcomes for the objectives. HHS reported that outcomes for the eight common objectives that the EJCC has approved were being discussed, but have not yet been approved. In March 2016,HHS reported that the EJCC's Elder Justice Working Group continued to gather and discuss action steps and outcomes for the eight recommendations. We will monitor the EJCC's progress in agreeing upon outcomes and close the recommendation when agreement on outcomes is reported.

    Recommendation: To enhance the overall sustainability of the Forest Service's trail system, consistent with the vision articulated in A Framework for Sustainable Recreation, and to reduce the trail maintenance backlog, the Secretary of Agriculture should direct the Chief of the Forest Service to take several actions to improve the agency's trail maintenance approach in both the short and long terms. To improve the agency's ability to keep up with its maintenance goals in the short term and reduce its maintenance backlog, the agency should, recognizing the importance of volunteers for trail maintenance, take steps to improve management of volunteers, including by ensuring that collaboration with and management of volunteers are clear expectations of trails staff and offering relevant training.

    Comments: The Forest Service reported that it has taken and continues to take steps to improve management of volunteers. In particular, the agency has taken steps to reduce barriers to volunteering, such as its fiscal year 2014 implementation of a revised approach to funding volunteer worker's compensation costs from a national funding pool rather than allocating funds locally. In addition, the December 2016 national trail strategy identifies some additional key actions, such as developing and providing efficiency tools to support active partnering. The Forest Service also reported that it is developing training materials that address volunteer and partnership program management skills. The Forest Service has not, however, taken steps to ensure that collaboration with and management of volunteers are clear expectations of trails staff.

    Comments: The Department of Education (Education) has made some progress toward sponsoring and conducting evaluative research into the effectiveness of Title IV programs and higher education tax expenditures at improving student outcomes, as GAO recommended. For example, in June 2014, Education signed an agreement with the Department of the Treasury (Treasury) to share data for the purpose of policy development and research. In particular, the agreement allows the agencies to coordinate their data to understand the relationship between Title IV student aid and tax benefits, and to model the effects of potential policy changes. Education officials noted the office of Federal Student Aid is also working with Treasury to generate outcomes data by institution and make that information publicly available. In June 2016, Education officials stated their website would be updated with these new data by the end of the year. In addition, in fiscal year 2014 Education launched the Enterprise Data Warehouse and Analytics (EDW&A) project to provide internal and external stakeholders, including researchers, timely and accurate access to centralized Federal Student Aid data and analytic tools. Education officials said that the agency is in the process of improving EDW&A for a variety of purposes, including research on Title IV program effectiveness. In July 2016, through the Education Research Grants competition, Education's Institute of Education Sciences awarded two grants to researchers looking at the impact of interventions related to applying for federal student aid on college enrollment, attendance, and degree completion. While sponsoring this research represents an important step toward understanding specific financial aid interventions, Education has identified a critical research gap in the area of linking higher education financing to student outcomes, and more evaluative research may be necessary to strengthen the evidence related to key federal strategies and programs. As of May 2017, although Education awarded several grants to evaluate the effectiveness of higher education programs and interventions, most of the studies do not focus on federal assistance. GAO encourages Education to ensure that its data-sharing and future grant efforts result in actively sponsoring or conducting evaluative research on federal higher education assistance programs, and make plans to use the information in future policymaking, as appropriate. Making these data-sharing and research efforts a priority will help policymakers make fact-based decisions on the merits and value of various federal assistance efforts. To fully implement this recommendation, Education needs to ensure that its efforts result in evaluating the effectiveness of Title IV programs and federal higher education tax expenditures.

    Recommendation: To further the goals of public understanding of what Recovery Act funds are being spent on and what results are expected, the Director, Office of Management and Budget, should periodically (1) review, in partnership with executive departments and agencies, the descriptions of awards--in particular, the narrative fields--submitted by recipients to determine whether the information provides a basic understanding of the uses of the funds and the expected outcomes, and, if not, determine what actions to take, including encouraging agencies to develop or improve program-specific guidance and (2) work with the Recovery Board on the board's assessments of departments' and agencies' data quality reviews to ensure the adequacy of these reviews and further reinforce actions to meet transparency goals.

    Recommendation: To help further the progress toward meeting the goals of IPIA and determining states' role in assisting federal agencies to report a national improper payment estimate on federal programs, the Director, Office of Management and Budget, should expand IPIA guidance to provide criteria that federal agencies should consider when developing a plan or methodology for estimating a national improper payment estimate for state-administered programs, such as criteria that address the nature and extent of data and documentation needed from the states to calculate a national improper payment estimate.

    Comments: On August 10, 2006, OMB issued its revised guidance to implement the Improper Payments Information Act of 2002 (IPIA)--OMB Circular No. A-123, Appendix C "Requirements for Effective Measurement and Remediation of Improper Payments." OMB expanded its guidance to define federally funded state-administered programs and provided that federal agencies, upon the approval of OMB, could implement alternative methodologies for generating a national improper payment estimate for state-administered programs such as a systematic selection of States each year. The IPIA guidance provides that as part of the justification for using an alternative methodology, the federal agency must include a description of the States selected each year, the methodology for generating annual national estimates, and basis for using an alternative approach rather than the required methodology to calculate the national estimate based on a random statistical sample. While this revision, if fully and effectively implemented, may improve OMB's ability to carry out its oversight responsibilities with respect to determining appropriate methodologies to be employed in generating a program's improper payment estimate, these revisions did not include criteria that agencies should consider in developing plans or methodologies for estimating a national improper payment estimate for state-administered programs--the essence of our recommendation. In fiscal year 2017, we sent a follow inquiry to the OMB to get an update of actions it has taken to address this recommendation. As of August 24, 2017, no updated information has been provided by the OMB. We will continue to monitor the status of this recommendation.
