    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to review the financial reporting process and make any necessary adjustments to help ensure timely and accurate reporting of data on annual financial reports.

    Comments: In its May 25, 2017 update letter, the Department of the Interior stated that the National Park Service will (1) review the current financial reporting process and take steps to improve the timeliness of concessioners' annual financial reports as outlined in their contracts, and (2) develop internal controls to ensure that concessioner data is accurate. The agency anticipates having these actions implemented by March 31, 2018.
    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to finalize guidance on maintenance and capital improvements and make it publicly available to concessioners.

    Comments: In its May 25, 2017 update letter, the Department of the Interior stated that the National Park Service will finalize the existing draft guidance on maintenance and capital improvements to clarify the funding sources available to concessioners for particular repairs and maintenance needs. The agency added that the finalized guidance will be made publicly available. The agency anticipates having this guidance finalized by November 30, 2017.
    Recommendation: To help improve oversight of the concessions program, the Secretary of the Interior should direct the Director of the National Park Service to develop performance goals with targets and timeframes in its commercial services strategic plan.

    Comments: In its May 25, 2017 update letter, the Department of the Interior stated that the National Park Service will review the commercial services program strategic plan and develop meaningful and measurable performance goals with timeframes. The agency anticipates having this implemented by June 30, 2018.

    Recommendation: To improve planning and execution of the next telecommunications transition, the Administrator of General Services, in coordination with the Office of Personnel Management, should examine potential government-wide telecommunications expertise shortfalls and use the study to shape the NS2020 strategic approach.

    Comments: The General Services Administration (GSA) has not addressed this recommendation. In June 2014, the agency reported that it had coordinated with OPM to incorporate key objectives in its NS2020 strategy to address and mitigate challenges with regards to government-wide expertise needed to execute the NS2020 program. However, as of May 2017, GSA had not demonstrated that it had studied potential government-wide telecommunications expertise shortfalls or used the study to shape the NS2020 strategic approach.
    Recommendation: To improve planning and execution of the next telecommunications transition, the Administrator of General Services should ensure that the lessons are applied, based on priority and available resources, to the next transition strategy.

    Comments: The General Services Administration has not implemented this recommendation but has taken steps to address it. In April 2014, the agency developed a strategy for transitioning to the next telecommunications contract vehicle. The strategy described the lessons learned that contributed to the delay in the prior transition and identified approaches the agency planned to take to apply the lessons learned. For example, it identified high level plans for addressing the need for improved management of the complex acquisition process and the need for technical and contracting telecommunications expertise across the government. As of August 2016, GSA had prioritized the lessons learned and considered the resources needed to apply them. However, as of May 2017, the agency had not demonstrated that it had ensured that the lessons were applied, based on priority and available resources, to the next transition strategy. We will continue to monitor GSA's efforts to implement the recommendation.

    Recommendation: To ensure DOD officials are able to gain insight into the risk assessment that is required to be documented in the contract file and the basis for the government's profit or fee negotiation objective, the Secretary of Defense should redesign the weighted guidelines worksheet to explicitly show the incurred cost calculations and a narrative description of the reason for assigning a specific contract-type risk value.

    Comments: In providing comments on this report, the agency concurred with this recommendation but has not completed actions necessary to implement it. Defense Procurement and Acquisition Policy's(DPAP) members have drafted two proposed changes to the Defense Federal Acquisition Regulation Supplemental (DFARS). The first proposed rule is designed to provide a more transparent means of documenting the impact of costs incurred during the undefinitized period of an undefinitized contract action (UCA) on allowable profit. Proposed changes to the worksheet include more transparency and narrative requirements to detail the rationale for contracting officers' assignments of weighted guideline values. In addition to proposed changes to the weighted guideline worksheet, the proposed DFARS rule also provides new narrative requirements for Price Negotiation Memorandums. The second proposed rule changes the undefinitized period for a UCA from UCA award to the date when the government receives a qualifying proposal from the contractor as opposed to the date when the UCA is definitized. These proposed rules are currently being reviewed and approved by senior DOD officials. DPAP expects to finalize these proposed rules sometime later this year. If one or both are approved, the final rules will be published after a 90 day comment period.
