    Recommendation: To support its strategic and open data goals, the Director of OPM should improve the availability of the EHRI payroll data--for example, by preparing the data for analytics, making them available through online tools such as FedScope, and including them among the EHRI data sources on the OPM website and Data.gov.

    Comments: On 4/21/2017 OPM provided a status update based on our inclusion of this rec in the priority rec letter. "As communicated in our December 6, 2017, letter to the Comptroller General, OPM is developing a comprehensive strategy to improve the availability of EHRI payroll data for analytics. We have started an effort to standardize payroll data elements by engaging with the payroll subject matter experts through the shared service providers. We will keep GAO informed as we make additional progress."
    Recommendation: To improve internal controls for data quality, the Director of OPM should update EHRI payroll database documentation to be consistent with current field definitions and requirements, including the Guide to Human Resources Reporting and the Guide to Data Standards, Part B.

Very soon, we will begin implementing follow-up activities with shared service centers and agencies regarding issues identified with the payroll data they submit to EHRI. We are also evaluating the feasibility of incorporating automated methods to validate agency data, to the extent possible. We will keep GAO informed as we make additional progress.

    Recommendation: To help ensure that Congress has the necessary information to provide effective oversight over DOD's workforces, the Secretary of Defense should direct the Office of the Under Secretary of Defense, in collaboration with the Under Secretary of Defense for Personnel and Readiness, to address ongoing requirements in section 955 and include this information in status reports that accompany the President's budget request for fiscal years 2017 and 2018. The information to be included in future status reports includes (1) a comprehensive description of a plan to achieve savings for the civilian workforce and contractor workforce for fiscal year 2012 through fiscal year 2017; (2) a description demonstrating that the plan is consistent with policies and procedures implementing workforce-management laws and steps the department is taking to ensure that no unjustified transfers between workforces take place as part of the implementing plan; (3) status reports to be included in the President's budget request for fiscal years 2017 and 2018 describing the implementation of the plan in the prior year; (4) the cost of covered civilian personnel and military basic pay for fiscal years 2012 through 2017, and an assessment of these costs in regard to their compliance with the statutory requirements set forth in section 955; and (5) an explanation for any shortfall in its reductions for the civilian and contractor workforces, and a description of actions DOD is taking to achieve the required savings.

    Recommendation: To ensure that DOD has the right people with the right skills to meet future needs, the Under Secretary of Defense for Acquisition, Technology and Logistics should direct the Director, Human Capital Initiatives to issue guidance to focus component hiring efforts using the Defense Acquisition Workforce Development Fund on priority career fields.

    Comments: DOD concurred with our recommendation, but has not taken the full actions necessary to implement it. Human Capital Initiatives issued updated guidance on the use of the Defense Acquisition Workforce Development Fund in 2016 and 2017 but the guidance did not focus component hiring efforts on specific career fields. The officials stated that the DOD military departments and other DOD components determine their own requirements for the acquisition workforce, including which career fields to identify as critical. In a March 2017 report, we noted that the Army's fiscal year 2017 DAWDF guidance, which was issued in 2016, identified priority career fields where DAWDF funded hiring efforts could be focused, while the Air Force's and Navy's guidance did not. The Army's fiscal year 2018 DAWDF guidance also identified priority career fields, including business (which includes financial management and cost estimating) contracting, systems engineering, and science and technology.
    Recommendation: To ensure that DOD has the right people with the right skills to meet future needs, the Under Secretary of Defense for Acquisition, Technology and Logistics should direct the Director, Human Capital Initiatives to ensure the functional leader for the production, quality, and manufacturing career field completes an initial competency assessment.

    Comments: DOD concurred with the recommendation. Officials within the Human Capital Initiatives (HCI) office stated that DOD initiated a strategic analysis in fiscal year 2017 to better understand the acquisition workforce performing Production, Quality, and Manufacturing (PQM) functions. This analysis will help identify how best to structure the PQM career field in order to manage this workforce in a more effective and efficient manner. Initial analysis findings are expected by the end of 2017 and will be used to inform a PQM competency assessment. HCI will partner with the Under Secretary of Defense for Personnel and Readiness to use their competency assessment team to conduct competency assessments for each acquisition functional career field. The plan is to conduct four assessments annually, starting in October 2017 with an anticipated completion date for all career fields by 2021.
    Recommendation: To ensure that DOD has the right people with the right skills to meet future needs, the Under Secretary of Defense for Acquisition, Technology and Logistics should direct the Director, Human Capital Initiatives to establish time frames, in collaboration with functional leaders, to complete future career field competency assessments.

    Comments: DOD concurred with the recommendation and has taken some steps to implement it. The Human Capital Initiatives (HCI) office issued an updated strategic acquisition workforce plan in 2016. This plan stated that conducting career field competency assessments at a minimum of every five years helps the acquisition workforce to effectively manage their careers. Officials within the HCI office stated that they will partner with the Under Secretary of Defense for Personnel and Readiness to use their competency assessment team to conduct competency assessments for each acquisition functional career field. The plan is to conduct four career field assessments a year, starting in October 2017 with an anticipated completion date for all career fields by 2021.

    Recommendation: To ensure that the Defense Civilian Personnel Advisory Service (DCPAS) and DOD components are determining LQA eligibility consistently with DOD's LQA Instruction, the DSSR, and OPM compensation claim decisions, the Secretary of Defense should direct the Under Secretary of Defense for Personnel and Readiness to require the Deputy Assistant Secretary of Defense for Civilian Personnel Policy or DCPAS, as delegated, to monitor reviews of LQA eligibility determinations conducted by DOD components.

    Comments: On February 11, 2016, the Deputy Assistant Secretary of Defense for Civilian Personnel Policy issued a memorandum to conduct a review of overseas allowances and differentials (including Living Quarters Allowance (LQA)) paid to civilian employees. This memorandum orders DOD components to review 5 percent of their employees who received LQA during the calendar year 2015. These reports are to identify the employees locations, the annual amount of each allowance each employee receives, the laws and regulations authorizing the allowance, and confirmation that supporting documents used to determine employee eligibility for the allowance were reviewed and found acceptable. The February 2016 memorandum states that these reviews should be completed within 90 days of its issuance. However, the memorandum does not require the monitoring of these reviews by the Defense Civilian Personnel Advisory Service. In the absence of such a requirement, Defense Civilian Personnel Advisory Service officials told us in May 2016 that they had started receiving the results of these reviews and would assess them as soon as possible for any inconsistencies. These officials have not yet provided any documents demonstrating their monitoring of these reviews.

DOD partially concurred with GAO's January 2015 recommendation, but in comments to GAO's report, DOD noted that such periodic reassessments require additional resources and personnel, which would increase the number of personnel performing major DOD headquarters activities. DOD stated that it intended to examine the establishment of requirements determination processes across the department, to include the contractor workforce, but that such an examination would require a phased approach across a longer time frame. As of March 2017, DOD was more broadly defining management headquarters and applying headquarters reductions to a wider range of organizations, but the department has not fully taken steps to re-evaluate the decision to focus reductions on management headquarters, as GAO recommended in June 2014. In an August 2015 memorandum, the Deputy Secretary of Defense noted that a comprehensive definition of major headquarters activities had been established, and he directed DOD to update the department's guiding instruction on management headquarters and databases in an effort to more broadly account for headquarters resources. The memorandum also directed a 25 percent reduction across all appropriations funding from fiscal years 2017 through 2020 for these headquarters activities in lieu of the 20 percent requirement previously established by the department. As of September 2016, a DOD official stated the department had not completed efforts to rebaseline all of its components according to the comprehensive definition of major headquarters activities, which is needed to determine what elements of the components are considered headquarters so the department can apply relevant reductions to its budget submission. In addition, Section 346 of the National Defense Authorization Act for Fiscal Year 2016 requires that the Secretary of Defense implement a plan to ensure the department achieves not less than $10 billion in cost savings from the headquarters, administrative, and support activities of the department by fiscal year 2019. The legislation also directed the Secretary of Defense to modify DOD's headquarters reduction plans to ensure that it achieves savings in total funding for major headquarters activities of not less than 25 percent of the baseline amount in fiscal year 2016 by fiscal year 2020. In a March 2016 letter to the Armed Services Committee, DOD stated that it is focusing on broad efficiency initiatives beyond reductions in management headquarters. While DOD has taken some steps to achieve greater savings by applying additional headquarters reductions to more organizations, an official stated DOD will not document these actions until it submits its budget request for fiscal year 2018 in the spring of 2017. Until DOD documents the reductions based on its broader efficiency initiatives, GAO cannot determine if DOD has fully implemented this action.     Comments: State agreed with the recommendation, and on July 7, 2014--subsequent to our report issuance and addressing this finding--State issued a memo to all agencies that states that it is the responsibility of each agency to ensure its employees are in compliance with FACT training requirements prior to travel to the relevant posts. The memo also requires employees to provide a FACT completion certificate to posts upon request. In October 2016, State officials reported that State had rolled out a ClassNet SharePoint site, and that they expected that the site would include Bureau of Near Eastern Affairs and Bureau of South and Central Asian Affairs posts by January 1, 2017. The SharePoint site allows designated users in Washington, D.C. and at posts to access the Foreign Service Institute's training records database. As of March 2017, GAO continues to monitor State's efforts to fully address the recommendation.

    Comments: In response to GAO's recommendation, as of March 2017, State had taken several steps to ensure that the electronic Country Clearance (eCC) is easier for personnel to use, but these steps do not ensure that the personnel responsible for verifying FACT training before deployment are doing so. For instance, State updated the current eCC to require personnel traveling to High Threat, High Risk Posts to certify FACT training, with radio buttons for the following: (1) whether the stay is greater than 45 days; (2) whether the traveler has spent more than 45 total days at a High Threat, High Risk Post within the last 365-days; and (3) whether the traveler has completed FACT. If the eCC user responds that the traveler has not taken FACT, he or she must provide a justification. In addition, the eCC system requires personnel traveling to High Threat, High Risk Posts to certify whether they have completed FACT and to provide the completion date. When the eCC user enters this information, he or she is prompted with a box that instructs him or her to "provide documentation of FACT Training (e.g. Certificate) upon arrival at Post" and to click OK to continue. Since May 2016, the agency had been developing a new eCC application that will include automated checks of training records. Agency officials expect to produce this new application in the summer of 2017. GAO continues to monitor State's efforts to fully address the recommendation.

    Comments: According to DOD's April 2017 report in Comparing the Cost of Civilians and Contractors, a cost estimating function for Reserve Component personnel far exceeds the combination of variables for developing active component and DOD civilian cost estimates. Due to the scope of the Full Cost of Manpower (FCoM) contract, OSD(CAPE) has not adopted this recommendation in terms of a web-based application. However, OSD(CAPE) intends to address general business rules for Reserve Component cost estimates in the next DoDI revision.

    Comments: According to DOD's April 2017 report on Comparing the Cost of Civilians and Contractors, OSD(CAPE) has reviewed the inclusion of payments that the government makes to retirement and health benefits. All identified costs that are attributable to current retirees and past service of active civilian and military personnel, such as unfunded liabilities, are being revised in the cost estimating guidelines. OSD(CAPE) intends to incorporate these changes in the next DoDI revision and coordinate a review with the Office of the DoD Actuaty.

In the event of future basing decisions affecting local communities, DOD stated that it will work with the military departments to assess and determine the best means to obtain, aggregate, and distribute this information to help ensure adequate planning information is made available. It stated that it agrees with the need for a designated position at the installation level to work with the community and will ensure this requirement is being met through current practices and in accordance with each military department's personnel system. In many of the growth impacted communities, installation officials serve as ex-officio members of the community's growth management organization and relevant installation staff, including those engaged with public works, housing, education, and land use planning, and coordinate as needed with their civilian community counterparts. In July 2015, DOD stated that in the event the Department of Defense proceeds with future realignments that could result in a reduced footprint, there are provisions for Base Transition Coordinators (BTCs) to be designated as a liaison with the affected community. The Secretary of Defense also issued a memorandum addressing prevention and response of sexual harassment in 2014, and DOD updated its guidance on sexual harassment in 2015. In 2016, DOD stated that further revisions to guidance were forthcoming to provide a framework for oversight of sexual harassment. This framework, among other things, would address standards for holding leaders accountable for promoting, supporting, and enforcing sexual harassment policies.     Recommendation: To improve implementation of the department's sexual harassment policies and programs, the Secretary of Defense should direct the service secretaries to verify or track military commanders' compliance with existing requirements that commanders periodically determine their organizational health and functioning effectiveness by periodically assessing their equal opportunity climate through "command climate" assessments.

    Comments: DOD has updated its guidance on sexual harassment, including a requirement for sharing the results of command climate assessments with the next higher level of command, but has not yet implemented an oversight mechanism to verify and track commanders' compliance with requirements to conduct such assessments.     Comments: Sept 2014 Update: Since the issuance of our report in 2010, DOD officials established a Defense Health Agency as of October 1, 2013, with the goal to take advantage of opportunities to adopt common business and clinical practices. Related to this effort, a joint collaborative team between the Navy, Army, and Air Force was developed to create a joint Internal Medicine manpower standard. The primary goals were to identify similarities and differences in standard development processes across the three services, develop joint processes (service-specific execution) with hopes of an integrated standard, and gain efficiencies through combination of knowledge, resources, and experience. To reach this goal, the team had multiple meetings/teleconferences to better understand each service's manpower requirements determination process, and concept of application and implementation guidelines. There were multiple Internal Medicine clinic sites visits through which the Tri-Service team identified similarities, differences, and lessons learned. From the above effort, it became clear that the services needed to all agree on productivity targets before moving forward in the clinical areas. The three services and DHA are currently in discussion to develop Tri-Service productivity targets for clinical areas. Moreover, the Military Health System Executive Review (MHSER) has endorsed minimum productivity levels for many clinical specialties. Since efforts are still ongoing within the services and the DHA, the recommendation should remain open. JULY 2015 UPDATE: According to a DHA Official, the Manpower and Personnel Operations Group was formed in early 2015. This group contains two subworking groups--one on manpower and the other on personnel. The overall group is working on a plan to develop common staffing models and an implementation plan to put them into action. At this time, the group's efforts are still in process and no common staffing models are in practice yet. Overall, the group is working on developing a minimum level of staffing needed in different specialties across the services. The group is also working on a Demand Based Staffing Model to help the enhanced-Multi Service Markets (eMSMs) to address the concern about the number of providers that are needed in these markets across the services to support the workload of the market. This model has been piloted at Peuget Sound, the NCR, and in Norfolk. It has also been briefed to the MDAG but it is not releasable at this time. Tis recommendation should remain open until such a time later that these groups have completed their initial work on models that will be used to more directly address the commons staffing requirements and the models.

    Recommendation: To help implement a fair, effective, and credible performance management system for its civilian employees--whether NSPS or another--the Secretary of Defense should review and evaluate the effectiveness of the department's training.

    Comments: The National Defense Authorization Act for Fiscal Year 2010 which repealed the National Security Personnel System required that DOD (1) take all actions necessary for the orderly termination of NSPS and (2) transition of all employees and positions from NSPS to legacy personnel systems or, if applicable, to the personnel systems that would have applied if NSPS had never been established. The law also mandated that the transition be completed by no later than January 1, 2012 and required DOD to establish a new performance management system, among other things. At the time of last update in June 2013, DOD had completed its efforts to research and design a new performance management system, in coordination with the unions. More recently, on July 24, 2014, the department released its 3rd update to Congress on the design and implemenation of its new personnel management system. DOD is required to report every 6 months on its progress. In its most recent report, DOD discusses its intent to implement a new multi-level rating system, but does not provide specific details about any steps taken that would allow us to close the recommendation nor has it taken actions to implement a system at this time. According to the DOD official overseeing this effort, DOD has made progress and the next update scheduled to be issued in Decembr 2014 will have significant more detail about the efforts taken.

    Comments: The National Defense Authorization Act for Fiscal Year 2010 which repealed the National Security Personnel System required that DOD (1) take all actions necessary for the orderly termination of NSPS and (2) transition of all employees and positions from NSPS to legacy personnel systems or, if applicable, to the personnel systems that would have applied if NSPS had never been established. The law also mandated that the transition be completed by no later than January 1, 2012 and required DOD to establish a new performance management system, among other things. At the time of last update in June 2013, DOD had completed its efforts to research and design a new performance management system, in coordination with the unions. More recently, on July 24, 2014, the department released its 3rd update to Congress on the design and implemenation of its new personnel management system. DOD is required to report every 6 months on its progress. In its most recent report, DOD discusses its intent to implement a new multi-level rating system, but does not provide specific details about any steps taken that would allow us to close the recommendation nor has it taken actions to implement a system at this time. According to the DOD official overseeing this effort, DOD has made progress and the next update scheduled to be issued in Decembr 2014 will have significant more detail about the efforts taken.
    Recommendation: To help implement a fair, effective, and credible performance management system for its civilian employees--whether NSPS or another--the Secretary of Defense should include, as part of the department's monitoring of the implementation of its system, efforts to monitor and evaluate how the safeguards specifically are implemented by lower-level organizations across the department.
