    Recommendation: To ensure that IGCEs are optimized as a tool in the procurement planning process, the Secretaries of Defense and Housing and Urban Development should take steps--such as clarifying guidance, providing additional training, or issuing reminders to officials--to help ensure that guidance on when to prepare an IGCE is followed.

    Comments: HUD agreed with the recommendation. In July 2017, HUD noted that it is writing an acquisition instruction to guide acquisition workforce personnel on when and how to prepare an independent government cost estimate which will address this recommendation. It is also planning training on this issue in the fall of 2017.
    Recommendation: To ensure that IGCEs are optimized as a tool in the procurement planning process, the Secretary of Education should consider making Contracts and Acquisitions Management guidance applicable to all agency procurements, and if so, take steps--such as clarifying guidance, providing additional training, or issuing reminders to officials--to help ensure that guidance on when to prepare an IGCE is followed.

    Comments: DHS agreed with the recommendation and stated that it will take steps to determine why guidance on independent government cost estimates is not followed. In July, DHS reported that the Office of the Chief Procurement Officer(OCPO) reached out to the nine DHS contracting activities soliciting feedback on why program officials may not be developing IGCEs in accordance with existing policies. Feedback was received in late May 2017. OCPO is currently evaluating the feedback and identifying consistent themes which will lead to the development of IGCE policy compliance measures.
    Recommendation: To ensure that IGCEs contain key information consistent with good cost estimating practices, the Secretaries of Defense and Homeland Security should take steps to ensure that IGCE guidance is followed by, for example, providing training or issuing reminders to officials.

In July 2017, DHS reported that the Office of the Chief Procurement Officer (OCPO) disseminated a new draft policy on this issue and solicited feedback from the Component's contracting activities. The Components provided feedback on the draft policy and OCPO is currently adjudicating their comments and will incorporate, as appropriate.

    Recommendation: To strengthen acquisition planning for M&O contract acquisitions, the Secretary of Energy should direct the Office of Acquisition Management, Office of Policy to require that acquisition planning documents for M&O contracts discuss alternatives beyond extending the M&O contract or conducting a competition for essentially the same scope of work.

    Comments: In November 2016, DOE officials stated that the Office of Acquisition Management will amend existing or issue new policy or guidance, as appropriate, with an estimated completion date of January 2017.
    Recommendation: To strengthen acquisition planning for M&O contract acquisitions, the Secretary of Energy should direct the Office of Acquisition Management, Office of Policy to establish a process to periodically analyze DOE's experience with alternatives to the single M&O contract approach to identify and apply lessons learned during acquisition planning for M&O contracts.

    Recommendation: To provide decision makers with more complete information on the continued appropriateness of the current pharmacy services contract structure, and to ensure the best value and services to the government and beneficiaries, the Secretary of Defense should direct the Assistant Secretary of Defense (Health Affairs) to conduct an evaluation of the potential costs and benefits of alternative contract structures for the TRICARE pharmacy services contract.

    Comments: The current TRICARE pharmacy services contract began in May 2015, with 1 base year and 7 option years. DOD officials stated that they intend to conduct an evaluation of the potential costs and benefits of alternative contract structures as they undergo the next acquisition cycle. GAO will continue to follow up on these recommendations as DOD begins its acquisition planning efforts for the next cycle.
    Recommendation: To provide decision makers with more complete information on the continued appropriateness of the current pharmacy services contract structure, and to ensure the best value and services to the government and beneficiaries, the Secretary of Defense should direct the Assistant Secretary of Defense (Health Affairs) to incorporate such an evaluation into acquisition planning.

    Recommendation: To ensure that HUD effectively and efficiently manages its modernization efforts aimed at improving its IT environment to support mission needs, the Secretary of Housing and Urban Development should direct the Deputy Secretary to establish a plan of action that identifies specific time frames for correcting the deficiencies highlighted in this report for both its ongoing projects, as applicable, and its planned projects, to include (1) developing charters that define what constitutes project success and establish accountability, (2) finalizing deliverable-oriented work breakdown structures and associated dictionaries that define the detailed work needed to accomplish project objectives, (3) completing comprehensive project management plans that reflect cost and schedule baselines and fully incorporate subsidiary management plans, (4) establishing requirements management plans that include prioritization methods to be applied and metrics for determining how products address requirements, (5) completing matrixes to include requirements traceability from mission needs through implementation, and (6) establishing strategies to guide how acquisitions are managed in accordance with other processes and that performance metrics are established.

    Priority recommendation

    Comments: HUD did not agree or disagree with, but stated it had planned actions intended to address, our recommendation. As of April 2017, HUD provided evidence of its updated project planning and management process, including requirements for improvements to project charters and management plans, but we have not yet seen evidence that HUD's actions have fully addressed deficiencies in other project management documentation.
    Recommendation: To improve development and use of the department's project management framework, the Secretary should direct the Customer Care Committee to review the role and responsibilities of the Technical Review Subcommittee and ensure that the department's governance structure operates as intended and adequately oversees the management of all of its modernization efforts.

    Status: Open

    Comments: HUD agreed with our recommendation and reported plans for the Customer Care Committee to review the roles and responsibilities of the Technical Review Subcommittee. As of March 2017, HUD had finalized an updated Subcommittee charter. We are reviewing changes made to the charter and plan to observe the Subcommittee's operation under the revised guidance.
