Pursuant to a congressional request, GAO discussed the Forest Service's emergency salvage timber sale program, focusing on why: (1) salvage sales are delayed, withdrawn, and altered; and (2) some salvage sale offers receive no bids at all. GAO noted that: (1) although the Forest Service has addressed the delay in salvage sales, it is too early to determine whether improvements in the salvage sales program will increase timber sales; (2) some salvage sales offerings fail to receive bids because the terms and conditions of the sales are unacceptable; and (3) Congress needs more comprehensive information regarding salvage timber to assess the impact of the program.
