GAO discussed the role and missions of the Department of Energy (DOE). GAO noted that: (1) DOE missions and priorities have changed dramatically since 1977; (2) DOE budget priorities have shifted from energy research, conservation, and policymaking to weapons production and environmental cleanup; (3) DOE suffers from significant management problems, including poor management of the nuclear weapons complex, poor oversight of contractors, inadequate information systems, and workforce weaknesses; and (4) DOE should begin major restructuring by addressing the best place for implementing each mission.
