GAO discussed the assessments levied on the commercial maritime industry. GAO noted that: (1) 12 federal agencies collected $11.9 billion in fiscal year (FY) 1991 for 117 assessments levied on the commercial maritime industry; (2) of the 117 assessments, 92 were specific to the maritime industry; (3) Customs duties collected on commodities transported by vessels accounted for the bulk of all maritime industry assessments; (4) Customs duties collected from the maritime industry decreased by 25 percent from FY 1990 through FY 1992; (5) the amounts collected for all other assessments on the industry have increased by 21 percent over the last 4 years; (6) vessel owners or operators paid the majority of the assessments; and (7) Customs levied assessments to generate revenue for a trust fund, reimburse expenses it incurred in providing a service, or generate revenue for the General Fund of the U.S. Treasury.
