GAO discussed the proposed General Accounting Office Personnel Amendments Act of 1988. GAO noted that it strongly supported the legislation, which would: (1) increase survivor benefits for retired Comptrollers General to equal those for federal judges; (2) increase the GAO Senior Executive Service by 10 positions; (3) extend terms of GAO Personnel Appeals Board (PAB) members from 3 to 5 years, resulting in increased continuity and stronger working relationships; (4) repeal PAB member eligibility restrictions which have prohibited some well-qualified and experienced individuals from joining the board; (5) increase the PAB general counsel's pay rate to the GS-15 level; (6) transfer appeals of PAB decisions from the U.S. Court of Appeals for the District of Columbia to the Court of Appeals for the Federal Circuit; and (7) provide for attorneys' fees for appeals of PAB decisions under the Civil Rights Act.
