Comments on IRS' Portion of President's Request for Fiscal Year 1993 Supplemental Funds

GAO discussed the Internal Revenue Service's (IRS) request for fiscal year (FY) 1993 supplemental funds for the purchase of computer and telecommunications equipment. GAO noted that: (1) IRS proposed purchases represented accelerated acquisitions of planned computer purchases to support its tax systems modernization (TSM) program; (2) two of the projects, totalling $15.7 million, were short-term and, because of schedule delays, would become operational at the same time as the replacement TSM systems; (3) IRS requested $25.3 million for telecommunications modernization, but did not detail its TSM telecommunications requirements or make site-specific plans; (4) most of the remaining $107.4 million requested was to accelerate the replacement of obsolete equipment that was planned for FY 1994, which would greatly increase IRS capabilities and aid in TSM implementation; and (5) IRS expects to have approval of the acquisitions by June 1, 1993, and obligate the funds by the end of the fiscal year.
